This Purchase Order is issued by the Islamabad Emergency Medical Services Authority for the procurement of qualified Paramedic emergency response services to be deployed across Pakistan Islamabad. The selected supplier shall provide a fully staffed, equipped, and operational Paramedic emergency medical response unit to serve the residents, government officials, and visitors of the Islamabad Capital Territory. The Paramedic services shall be available on a 24-hour, 365-day basis to ensure uninterrupted emergency medical coverage throughout the city.
The Paramedic team shall respond to all emergency medical incidents including but not limited to cardiac arrests, respiratory failures, traumatic injuries, stroke events, obstetric emergencies, and mass casualty incidents. Each Paramedic unit shall be staffed with a minimum of two (2) certified Paramedics and one (1) Emergency Medical Technician (EMT) per shift, operating from designated response stations located in central Islamabad, the Margalla Hills foothill areas, and the industrial zones of the city.

- All Paramedic personnel deployed under this Purchase Order must hold valid certification from the Pakistan Medical Commission (PMC) and the Islamabad Emergency Medical Services Authority. Certifications must be renewed biennially at the supplier's expense.
- The supplier shall ensure that every Paramedic unit is stationed no more than five (5) minutes away from any point within Pakistan Islamabad, guaranteeing a response time of no more than eight (8) minutes from the moment of emergency call receipt.
- The supplier shall maintain a minimum of four (4) fully operational Advanced Life Support (ALS) ambulances at all times. In the event of vehicle breakdown or maintenance, a replacement unit must be deployed within two (2) hours.
- All emergency response data, patient records, and operational logs generated by the Paramedic team shall be submitted to IEMSA on a weekly basis in both digital and hard-copy formats, in compliance with Pakistan's data protection regulations.
- The supplier shall bear full liability for any negligence, malpractice, or failure of the Paramedic team to render appropriate emergency care. A performance bond of PKR 2,000,000 shall be maintained throughout the contract period.
- Payment shall be processed via bank transfer to the supplier's designated account. Invoices must be submitted by the 5th of each month for the preceding month's services. Late payments shall accrue interest at 1.5% per month as per Pakistani commercial law.
- This Purchase Order is governed by the laws of the Islamic Republic of Pakistan. Any disputes arising from this agreement shall be resolved through arbitration in Islamabad in accordance with the Arbitration Act, 1940 of Pakistan.
- The supplier shall comply with all occupational health and safety standards set by the Pakistan Labour Welfare Foundation and the Islamabad Capital Territory municipal regulations.
- Either party may terminate this Purchase Order with a written notice of sixty (60) days. Upon termination, the supplier shall ensure a smooth transition of all Paramedic operations to the successor provider without interruption of emergency services in Pakistan Islamabad.
- The supplier shall provide a comprehensive monthly performance report including response times, number of emergency calls handled, patient outcomes, equipment utilization rates, and any incidents or near-misses involving the Paramedic team.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Paramedic emergency medical services in Pakistan Islamabad. This document constitutes a binding agreement effective from the date of the last signature.
