This Purchase Order is issued to procure qualified Paramedic personnel and associated emergency medical services for deployment across the Qatar Doha metropolitan area. The Paramedic services shall cover all Level 1 and Level 2 emergency response zones within the city of Doha, including but not limited to the Al Rayyan, Al Wakrah, and Al Sadd districts. The contracted Paramedic professionals must hold valid Qatari Ministry of Health licensure, a minimum of five (5) years of documented field experience in advanced life support (ALS), and current certification in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Tactical Combat Casualty Care (TCCC).
The Paramedic team shall be available on a 24/7/365 basis to respond to all emergency medical incidents dispatched through the Qatar Doha 999 emergency call center. Each Paramedic unit shall be equipped with a fully stocked ALS ambulance, including defibrillators, ventilators, IV infusion pumps, and trauma kits compliant with the latest WHO and Qatari Ministry of Health standards.

- This Purchase Order is governed by the laws of the State of Qatar and the Qatar Doha municipal regulations pertaining to emergency medical services.
- The supplier shall ensure that every Paramedic assigned to this contract holds a valid Qatari work permit, medical fitness certificate, and Ministry of Health paramedic license prior to deployment in Qatar Doha.
- Payment terms: Net 30 days from the date of invoice submission. Invoices shall be submitted monthly by the 5th business day.
- The supplier guarantees a minimum response time of 8 minutes for all Paramedic units operating within the Qatar Doha urban core and 12 minutes for suburban zones.
- Any Paramedic found to be performing duties without valid certification shall result in an immediate penalty of QAR 25,000 per incident, deducted from the monthly invoice.
- The supplier shall maintain a minimum of 10% standby Paramedic capacity at all times to cover leave, illness, or emergency reassignment within the Qatar Doha service area.
- This Purchase Order may be terminated by either party with 60 days written notice. Early termination by the supplier without cause shall incur a penalty equal to two months of the contracted value.
- All medical data collected by the Paramedic team during operations in Qatar Doha shall be handled in strict compliance with Qatar's Personal Data Protection Law (Law No. 13 of 2016).
- Disputes arising from this Purchase Order shall be resolved through arbitration in Doha, Qatar, in accordance with the rules of the Qatar International Arbitration Centre (QIAC).
All Paramedic personnel and ambulance units referenced in this Purchase Order shall be fully deployed and operational within the Qatar Doha service zones no later than 1 August 2025. A phased rollout is permitted, with a minimum of 50% of the Paramedic team operational by 15 July 2025. The supplier shall submit a detailed deployment schedule to the Ministry of Health EMS Division within seven (7) business days of this Purchase Order's acceptance.
7. Acceptance & AuthorizationThis Purchase Order becomes effective upon signature by both parties. By signing below, the supplier acknowledges all terms, conditions, and obligations outlined in this document regarding the provision of Paramedic services in Qatar Doha.
