This Purchase Order is issued by Al-Shifa Emergency Medical Services Center for the procurement of qualified Paramedic personnel and associated emergency medical response services to be deployed and operated within the city of Jeddah, Saudi Arabia. The Paramedic services covered under this Purchase Order shall include advanced life support (ALS) response, pre-hospital patient stabilization, trauma management, cardiac emergency intervention, and transport of critically ill patients to designated hospitals across the Jeddah metropolitan area. All Paramedic personnel engaged under this Purchase Order must hold valid certification from the Saudi Commission for Health Specialties (SCFHS) and possess a minimum of five (5) years of documented field experience in emergency medical services.

All Paramedic personnel referenced in this Purchase Order shall be deployed to the Al-Shifa Emergency Medical Services Center facilities located in Jeddah, Saudi Arabia, no later than 30 July 2025. The supplier, MediCrew Middle East Paramedic Solutions LLC, is responsible for arranging all necessary work permits, Iqama sponsorship, medical fitness examinations, and SCFHS license verification for each Paramedic prior to deployment. The Paramedic team shall operate on a 24/7 rotational shift schedule covering all districts of Jeddah, including Al-Salam, Al-Rawda, Al-Shati, Al-Balad, and the Corniche corridor. Any Paramedic found to be unqualified or non-compliant with Saudi Arabian health regulations shall be replaced within seventy-two (72) hours at no additional cost to the purchasing entity.
6. Payment Terms- Payment shall be made in Saudi Riyals (SAR) via bank transfer to the supplier's designated account in Jeddah, Saudi Arabia.
- 30% advance payment upon acceptance of this Purchase Order.
- Monthly invoices for Paramedic salaries and operational costs shall be settled within thirty (30) days of invoice submission.
- Final settlement of remaining balance shall be made within fifteen (15) days of contract completion or termination.
- All payments are subject to the 15% Value Added Tax (VAT) as mandated by the Zakat, Tax and Customs Authority (ZATCA) of Saudi Arabia.
- This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia and shall be interpreted in accordance with the Saudi Civil Transactions Law.
- All Paramedic personnel must comply with the Saudi Ministry of Health (MOH) regulations, the SCFHS practice standards, and the operational protocols of the Jeddah Emergency Medical Services Authority.
- The supplier warrants that every Paramedic engaged under this Purchase Order holds a valid, unexpired SCFHS board certification and a current Saudi work permit.
- Confidentiality: All patient data handled by the Paramedic team in Jeddah, Saudi Arabia, shall be protected in accordance with Saudi data privacy regulations and the MOH patient confidentiality guidelines.
- Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of material breach, termination may be effected with fourteen (14) days notice.
- Disputes arising from this Purchase Order shall be resolved through arbitration in Jeddah, Saudi Arabia, in accordance with the rules of the Saudi Center for Commercial Arbitration (SCCA).
- This Purchase Order does not constitute a permanent employment contract. The Paramedic personnel are engaged as contracted service providers under the supervision of the purchasing entity.
