This Purchase Order is issued by Al-Noor Medical Services Company to formally authorize the procurement of qualified Paramedic personnel, associated medical equipment, and ongoing training services for deployment across the Saudi Arabia Riyadh metropolitan emergency response network. This document constitutes a binding agreement between the Buyer and the Vendor for the scope of work described herein.

Terms and Conditions
  1. This Purchase Order is governed by the laws of the Kingdom of Saudi Arabia. All disputes arising from this Purchase Order shall be resolved through the competent courts in Riyadh, Saudi Arabia.
  2. The Vendor shall ensure that every Paramedic engaged under this Purchase Order holds a valid license issued by the Saudi Commission for Health Specialties (SCFHS) and is registered with the Ministry of Health (MOH) for practice in Saudi Arabia Riyadh.
  3. All Paramedic personnel must complete a minimum of 40 hours of Advanced Life Support (ALS) refresher training within the first 30 days of commencement, conducted at an MOH-approved facility in Riyadh.
  4. The Vendor is responsible for obtaining all necessary work permits, residency visas (Iqama), and medical clearances for each Paramedic prior to deployment in Saudi Arabia Riyadh. Failure to comply shall result in a penalty of SAR 5,000 per day per individual.
  5. Service delivery shall cover all 11 districts of the Saudi Arabia Riyadh metropolitan area, including Al Olaya, Al Malqa, Al Sulimaniyah, Al Yasmin, Al Nakheel, Al Muruj, Al Rawdah, Al Shifa, Al Takhassusi, Al Malaz, and Al Diriyah.
  6. The Vendor shall maintain a 24/7/365 operational readiness. Response time from dispatch to arrival at the scene shall not exceed 8 minutes within the central Saudi Arabia Riyadh zone and 12 minutes in peripheral zones.
  7. Payment shall be processed in three equal installments: 30% upon contract signing, 40% upon successful deployment of all Paramedic staff, and 30% upon completion of the 12-month service period, subject to performance evaluation.
  8. The Vendor shall provide a comprehensive monthly report detailing each Paramedic's shift hours, emergency response metrics, patient outcomes, and equipment status to the Buyer's Operations Director in Riyadh.
  9. Either party may terminate this Purchase Order with 60 days' written notice. In the event of termination, the Vendor shall ensure a minimum 30-day transition period to hand over all Paramedic personnel and equipment without disruption to emergency services in Saudi Arabia Riyadh.
  10. All data collected during Paramedic operations, including patient medical records and GPS tracking data, shall be stored in compliance with Saudi Arabia's Personal Data Protection Law (PDPL) and shall not be transferred outside the Kingdom without explicit written consent.
  11. This Purchase Order is valid for acceptance within 10 business days from the date of issue. Late acceptance shall be at the sole discretion of the Buyer.

All personnel, equipment, and operational protocols must comply with the latest Saudi MOH regulations, SCFHS licensing requirements, and the National Emergency Medical Services (NEMS) standards effective as of 2025. The Vendor acknowledges that failure to meet Saudi Arabia Riyadh-specific regulatory requirements shall constitute a material breach of this Purchase Order.
