This Purchase Order is issued by the Cape Town Metropolitan Emergency Medical Services Authority to procure specialized Paramedic services and associated medical equipment for deployment across the metropolitan area of South Africa Cape Town. All prices are quoted in South African Rand (ZAR) and are inclusive of delivery to the designated paramedic stations within South Africa Cape Town unless otherwise stated. The total Purchase Order value of R44,769,500.00 is subject to the terms and conditions outlined in Section 5 of this document.
All physical equipment and paramedic vehicles referenced in this Purchase Order must be delivered to the Cape Town Metropolitan Emergency Medical Services Authority depot located at 45 Main Road, Brackenfell, Cape Town, 7130, South Africa, no later than 30 July 2025. The paramedic training programme (Line Item 04) shall be conducted at the Atlantic Coast Paramedic Response Group training facility in V&A Waterfront, Cape Town, between 1 August 2025 and 30 September 2025.
The monthly paramedic emergency response service contract (Line Item 05) shall commence on 1 August 2025 and run for a continuous period of twelve (12) months. The supplier shall ensure that a minimum of twelve (12) fully certified paramedic personnel are available on rotation at all times to maintain 24/7 coverage across the South Africa Cape Town metropolitan area. Response time targets shall not exceed eight (8) minutes for urban zones and fifteen (15) minutes for peri-urban and rural zones within the Cape Town municipal boundary.
5.1 Payment Terms: Payment for this Purchase Order shall be made within thirty (30) days of receipt of a valid tax invoice from the supplier. The monthly paramedic service fee (Line Item 05) shall be invoiced on the first business day of each month for the preceding service period. The Cape Town Metropolitan Emergency Medical Services Authority reserves the right to withhold payment for any month in which the paramedic response service fails to meet the agreed-upon performance benchmarks.
5.2 Compliance: The supplier warrants that all paramedic personnel deployed under this Purchase Order hold valid South African Council for Advanced Clinical Practitioners (SACACP) registration and that all medical equipment complies with the South African Health Products Regulatory Authority (SAHPRA) standards. The supplier shall maintain full professional indemnity insurance of no less than R10,000,000.00 per claim throughout the duration of this contract.
5.3 Performance Standards: The paramedic emergency response service shall adhere to the National Emergency Medical Services Act (Act 91 of 2011) and all applicable regulations of the Western Cape Department of Health. Monthly performance reports detailing response times, patient outcomes, and paramedic availability shall be submitted to the Buyer by the fifth (5th) business day of the following month.
5.4 Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. The Buyer may terminate immediately in the event of material breach, including but not limited to the supplier's failure to maintain adequate paramedic staffing levels or the deployment of unqualified paramedic personnel in South Africa Cape Town.
5.5 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of South Africa. Any disputes arising from this document shall be subject to the jurisdiction of the High Court of South Africa, Cape Town Division.
5.6 Data Protection: All patient data collected by paramedic personnel during the course of service delivery shall be handled in strict compliance with the Protection of Personal Information Act (POPIA), Act 4 of 2013 of South Africa.
This Purchase Order is issued and authorised by the undersigned on behalf of the Cape Town Metropolitan Emergency Medical Services Authority. The supplier's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, and obligations set forth herein regarding the provision of paramedic services and equipment in South Africa Cape Town.
