The objective of this procurement is to strengthen the pre-hospital emergency care infrastructure in Dar es Salaam, ensuring that qualified Paramedic personnel are equipped with state-of-the-art medical devices, transport vehicles, and communication systems to deliver rapid, life-saving interventions to the residents of this rapidly growing metropolitan area.
The scope of this Purchase Order encompasses the supply, installation, calibration, and initial operational training of all listed Paramedic equipment. The supplier shall ensure that all items conform to the standards set by the Tanzania Food and Drug Authority (TFDA) and the World Health Organization (WHO) guidelines for emergency medical services in sub-Saharan Africa.

All Paramedic equipment and vehicles specified in this Purchase Order shall be delivered to the designated staging area at the Dar es Salaam Regional Emergency Medical Centre, located along Morogoro Road, Ubungo, Dar es Salaam, Tanzania. The supplier is responsible for all transportation, customs clearance (where applicable for imported components), insurance during transit, and final installation within the city of Dar es Salaam. Delivery shall be completed no later than 15 August 2025. The supplier must coordinate with the Dar es Salaam City Council for any necessary road permits during the transport of ambulance vehicles.
4.1 This Purchase Order is governed by the laws of the United Republic of Tanzania and the Public Procurement Act, 2011 (as amended). Any disputes arising from this Purchase Order shall be resolved through arbitration in Dar es Salaam, Tanzania.
4.2 The supplier warrants that all Paramedic equipment supplied is new, unused, and free from defects. A minimum two-year manufacturer's warranty is required on all medical devices and vehicles.
4.3 The supplier shall provide a comprehensive training programme for all 120 Paramedic officers assigned to the Dar es Salaam emergency response network. Training shall be conducted at the supplier's facility in Dar es Salaam or at a mutually agreed venue within the city.
4.4 The buyer reserves the right to inspect and reject any Paramedic equipment that does not meet the specifications outlined in this Purchase Order or that fails to comply with TFDA registration requirements.
4.5 Late delivery beyond the stipulated date of 15 August 2025 shall attract a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10%.
4.6 All invoices must reference this Purchase Order number (PO-TZ-DAR-2025-04871) and shall be submitted in Tanzanian Shillings to the accounts office of the Dar es Salaam Regional Health Directorate.
4.7 The supplier shall maintain a dedicated technical support team in Dar es Salaam for the duration of the three-year maintenance contract to ensure uninterrupted Paramedic service delivery.
This Purchase Order becomes effective upon signature by both parties. The supplier's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, specifications, and delivery timelines as stated herein for the provision of Paramedic services and equipment in Tanzania Dar es Salaam.
