This Purchase Order is issued by the Abu Dhabi Emergency Medical Services Authority to procure the services of a certified Paramedic and associated emergency medical response resources for deployment across the United Arab Emirates Abu Dhabi metropolitan area. The scope of this Purchase Order encompasses the recruitment, deployment, supervision, and ongoing professional development of a fully licensed Paramedic who shall provide advanced life support (ALS) and basic life support (BLS) services in accordance with the regulatory standards set forth by the Department of Health – Abu Dhabi (DoH-AD) and the Abu Dhabi Emergency Medical Services (AD-EMS) operational protocols.
The Paramedic engaged under this Purchase Order shall be responsible for responding to emergency medical incidents, performing advanced clinical interventions including but not limited to cardiac monitoring, intravenous access, airway management, medication administration, and trauma stabilization. The Paramedic must hold a valid UAE Paramedic License issued by the Department of Health – Abu Dhabi and maintain current certification in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Pre-Hospital Trauma Life Support (PHTLS).

The Paramedic services procured under this Purchase Order shall commence on 1 August 2025 and shall continue on a rolling twelve-month basis unless either party provides written notice of termination no fewer than sixty (60) calendar days prior to the expiration of the current contract period. The Paramedic shall be deployed to the Abu Dhabi Emergency Medical Services dispatch center located in Al Markaziyah, Abu Dhabi, United Arab Emirates, and shall be available for 24/7 emergency response coverage across all districts of the Abu Dhabi emirate, including Al Ain, Al Dhafra, and the western regions as directed by the AD-EMS command center.
The supplier, Gulf Coast Paramedic Services LLC, shall ensure that the assigned Paramedic is physically present and operationally ready at the designated station no later than 06:00 local time (GST, UTC+4) on the first day of the contract period. Any substitution of the Paramedic must be approved in writing by the Abu Dhabi Emergency Medical Services Authority and the replacement must meet or exceed the qualifications specified in this Purchase Order.
Payment for this Purchase Order shall be made in quarterly installments via bank transfer to the supplier's designated account in the United Arab Emirates. The first installment shall be due within thirty (30) calendar days of the commencement date, and subsequent installments shall be due within thirty (30) days of the end of each calendar quarter. The supplier shall submit a detailed invoice referencing Purchase Order No. PO-ADH-2025-04871 along with proof of the Paramedic's active UAE license and any applicable CME certificates. Late payments shall incur a penalty of 1.5% per month as per UAE commercial law.
- This Purchase Order is governed by the laws of the United Arab Emirates and the specific regulations of Abu Dhabi, United Arab Emirates. Any disputes arising from this Purchase Order shall be resolved through the Abu Dhabi Courts of Justice.
- The Paramedic engaged under this Purchase Order must comply with all Abu Dhabi Department of Health (DoH-AD) clinical practice guidelines, the Abu Dhabi Emergency Medical Services operational manual, and all applicable UAE federal health and safety legislation.
- The supplier shall maintain a minimum of 98% Paramedic availability throughout the contract period. Failure to meet this threshold for two consecutive months shall constitute a material breach of this Purchase Order, entitling the buyer to terminate without penalty.
- All patient data and clinical records handled by the Paramedic under this Purchase Order are subject to the UAE Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data and the Abu Dhabi Health Data Protection Policy.
- The supplier shall indemnify the Abu Dhabi Emergency Medical Services Authority against any claims, liabilities, or damages arising from the negligence, misconduct, or professional malpractice of the Paramedic during the term of this Purchase Order.
- This Purchase Order may not be assigned or subcontracted to any third party without the prior written consent of the buyer.
- All communications regarding this Purchase Order shall be conducted in English and/or Arabic, the official languages of the United Arab Emirates.
