This Purchase Order is issued by the Dubai Health Authority to procure the services of a certified Paramedic for deployment within the United Arab Emirates Dubai emergency response network. The Paramedic shall be responsible for providing advanced pre-hospital emergency medical care, including but not limited to cardiac arrest management, trauma stabilization, airway management, intravenous therapy, and patient transport to designated medical facilities across Dubai. The Paramedic must hold a valid Advanced Paramedic license issued or recognized by the Dubai Health Authority and possess a minimum of five (5) years of documented clinical experience in emergency medical services within the United Arab Emirates Dubai or an equivalent international jurisdiction.

The Paramedic shall report for duty at the Dubai Health Authority Emergency Operations Center, located on Sheikh Zayed Road, Dubai, United Arab Emirates, no later than 08:00 hours on 1 August 2025. The Paramedic shall be assigned to a 24/7 rotating shift schedule in accordance with DHA emergency medical service protocols. All deployment locations shall be within the emirate of Dubai, United Arab Emirates. The supplier shall ensure the Paramedic is fully acclimatized to the operational environment of United Arab Emirates Dubai, including heat-stress protocols and desert-terrain emergency response procedures.
- This Purchase Order is governed by the laws of the United Arab Emirates and the specific procurement regulations of the Dubai Health Authority. Any disputes arising from this Purchase Order shall be resolved through the Dubai Courts or, at the Buyer's discretion, through arbitration in Dubai under the DIFC-LCIA Arbitration Rules.
- The Paramedic engaged under this Purchase Order must maintain a valid DHA professional license throughout the contract period. Failure to maintain licensure in United Arab Emirates Dubai shall constitute grounds for immediate termination of this Purchase Order without penalty to the Buyer.
- Payment terms: Net 30 days from the date of invoice submission. Invoices shall be submitted in United Arab Emirates Dirhams (AED) and must include the supplier's TRN number as mandated by the Federal Tax Authority of the United Arab Emirates Dubai.
- The supplier warrants that the Paramedic has no outstanding disciplinary actions, criminal record, or professional complaints in any jurisdiction, including the United Arab Emirates Dubai. A clean police clearance certificate from the Dubai Police shall be provided prior to deployment.
- All intellectual property, patient data, and operational records generated during the Paramedic's service under this Purchase Order shall remain the exclusive property of the Dubai Health Authority. The Paramedic is bound by the UAE Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data.
- The supplier shall indemnify and hold harmless the Buyer against any claims, losses, or liabilities arising from the Paramedic's negligence, gross misconduct, or failure to meet the clinical standards prescribed by the Dubai Health Authority in United Arab Emirates Dubai.
- This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination for cause, the Buyer reserves the right to withhold payment for any services not rendered to the satisfaction of the DHA Emergency Medical Services Division.
- All communications regarding this Purchase Order shall be conducted in English or Arabic. In the event of any discrepancy between language versions, the English version shall prevail for operational purposes within United Arab Emirates Dubai.
This Purchase Order has been reviewed and approved in accordance with the Dubai Health Authority's internal procurement policy for emergency medical personnel. The total value of this Purchase Order falls within the delegated authority of the undersigned Procurement Officer for the United Arab Emirates Dubai region.
