2. Purpose and Scope of This Purchase Order

This Purchase Order is issued by the Tashkent Regional Emergency Medical Services Directorate to procure comprehensive Paramedic services, specialized medical equipment, and professional training programs for deployment across the Uzbekistan Tashkent metropolitan area. The objective of this Purchase Order is to enhance the emergency medical response capacity in Tashkent by ensuring that qualified Paramedic personnel are available, properly equipped, and continuously trained to deliver life-saving interventions in accordance with the national emergency medical standards of the Republic of Uzbekistan. All Paramedic services and equipment procured under this Purchase Order shall be delivered, installed, and operational within the administrative boundaries of Tashkent, Uzbekistan, and shall comply with all applicable regulations set forth by the Ministry of Health of the Republic of Uzbekistan.

4. Delivery and Deployment Details

All physical equipment and materials listed in this Purchase Order shall be delivered to the Tashkent Regional Emergency Medical Services Directorate headquarters located at 42 Amir Temur Avenue, Tashkent, Uzbekistan. The Paramedic training programs shall be conducted at the designated training facility in the Chilonzor district of Tashkent, Uzbekistan, as mutually agreed upon by both parties. The Paramedic on-call service contract (Item 7) shall commence no later than 1 August 2025 and shall provide continuous emergency medical coverage across the specified districts of Tashkent. The Supplier guarantees that all Paramedic personnel assigned under this Purchase Order shall hold valid licenses issued by the Ministry of Health of the Republic of Uzbekistan and shall possess a minimum of three (3) years of documented field experience in emergency medical services within Uzbekistan Tashkent or equivalent international jurisdictions.

5. Payment Terms
  • Payment Currency: Uzbekistan Som (UZS). All amounts stated in this Purchase Order are denominated in UZS.
  • Payment Schedule: 30% advance payment upon signing of this Purchase Order; 40% upon delivery and acceptance of all physical equipment; 30% upon successful completion of the Paramedic training programs and commencement of the on-call service contract.
  • Payment Method: Bank transfer to the Supplier's designated account at National Bank of Uzbekistan, Tashkent branch.
  • Payment Due Date: Each installment shall be paid within fifteen (15) calendar days of the triggering event.
  • Late Payment Penalty: A penalty of 0.5% per calendar day shall apply to any overdue payment, in accordance with the Civil Code of the Republic of Uzbekistan.
6. Terms and Conditions
  1. This Purchase Order is governed by and shall be interpreted in accordance with the laws of the Republic of Uzbekistan, including the Civil Code, the Law on State Procurement, and all applicable regulations of the Ministry of Health of Uzbekistan.
  2. The Supplier warrants that all Paramedic equipment supplied under this Purchase Order shall be new, unused, and in full compliance with international medical device standards (ISO 13485, IEC 60601) and the specific regulatory requirements of Uzbekistan Tashkent municipal health authorities.
  3. The Supplier shall provide a minimum two (2) year warranty on all Paramedic equipment. Any defective items shall be repaired or replaced at no additional cost to the Buyer within thirty (30) days of notification.
  4. All Paramedic training programs shall be conducted in both Uzbek and Russian languages to ensure accessibility for all emergency medical personnel operating in Tashkent, Uzbekistan.
  5. The Supplier shall maintain full professional liability insurance coverage for all Paramedic personnel engaged under this Purchase Order, with a minimum coverage of 500,000,000 UZS per incident.
  6. Either party may terminate this Purchase Order with thirty (30) days written notice in the event of material breach by the other party. Upon termination, the Buyer shall pay for all services rendered and equipment delivered up to the date of termination.
  7. All intellectual property related to the Paramedic training curricula developed specifically for this Purchase Order shall remain the property of the Supplier, while the Buyer retains a perpetual, non-exclusive license to use the materials for internal training purposes within Tashkent, Uzbekistan.
  8. Disputes arising from this Purchase Order shall first be attempted to be resolved through good-faith negotiation. If unresolved within thirty (30) days, the dispute shall be submitted to the Tashkent City Arbitration Court for final and binding resolution.
  9. The Supplier shall comply with all data protection and patient privacy regulations of the Republic of Uzbekistan when handling any medical records or patient information encountered during the Paramedic on-call service.
  10. This Purchase Order constitutes the entire agreement between the parties regarding the subject matter herein and supersedes all prior negotiations, representations, or agreements, whether written or oral.
7. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and specifications outlined in this Purchase Order for the procurement of Paramedic services and equipment for use in Uzbekistan Tashkent. This Purchase Order becomes effective upon the signature of both authorized representatives.
