Description of Procurement – Paramedic Services for Zimbabwe HarareThis Purchase Order is issued by the Harare Emergency Medical Services Authority (HEMSA) to procure the services of a qualified Paramedic to be deployed and stationed within the Zimbabwe Harare metropolitan area. The Paramedic shall provide advanced pre-hospital emergency care, trauma management, critical patient transport, and on-call emergency response services in accordance with the standards set by the Zimbabwe National Ambulance Service and the Ministry of Health and Child Care. The Paramedic must hold a valid Zimbabwean Paramedic Practising Certificate issued by the Health Professions Council of Zimbabwe (HPCZ) and possess a minimum of five (5) years of documented field experience in emergency medical services within Zimbabwe Harare or equivalent international jurisdictions.

1. This Purchase Order is governed by the laws of the Republic of Zimbabwe and shall be interpreted in accordance with the Zimbabwe Public Procurement Act (Chapter 22:23) and the Harare City Council service delivery regulations.
2. The Paramedic engaged under this Purchase Order shall report directly to the HEMSA Zone 3 Operations Manager stationed in Zimbabwe Harare and shall comply with all operational directives, shift schedules, and emergency dispatch protocols issued by the authority.
3. The Paramedic must maintain a valid HPCZ registration, a current first-aid and advanced cardiac life support (ACLS) certification, and a clean criminal record as verified by the Zimbabwe National Police Service prior to commencing duties in Zimbabwe Harare.
4. All services rendered under this Purchase Order shall be performed within the administrative boundaries of Zimbabwe Harare, including the suburbs of Avondale, Borrowdale, Mount Pleasant, Glen Lorne, and the Harare CBD. Any deployment outside these boundaries shall require prior written authorisation from HEMSA.
5. The vendor (CAPRG) warrants that the Paramedic assigned to this Purchase Order meets all qualifications, experience thresholds, and fitness-for-duty requirements stipulated by the Zimbabwe Ministry of Health and Child Care for emergency medical practitioners operating in Zimbabwe Harare.
6. Payment shall be processed within thirty (30) calendar days of receipt of a valid tax invoice from the vendor. Payments exceeding USD 5,000.00 shall be made via bank transfer to the vendor's designated account at a licensed commercial bank operating in Zimbabwe Harare.
7. This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination, the Paramedic shall complete all in-progress patient care obligations and hand over records to the receiving HEMSA unit in Zimbabwe Harare before departure.
8. The vendor shall indemnify HEMSA against any claims, losses, or liabilities arising from the negligence, misconduct, or unauthorised actions of the Paramedic while performing duties under this Purchase Order within Zimbabwe Harare.
Important Notes: This Purchase Order is valid for a period of twelve (12) months from the date of issue. The Paramedic services procured hereunder are integral to the Zimbabwe Harare emergency response network and must maintain a minimum response time of eight (8) minutes from dispatch to scene arrival within the city. All documentation, incident reports, and patient records generated by the Paramedic shall be submitted to HEMSA in both digital and hard-copy formats in accordance with Zimbabwe data protection regulations (Data Protection Act, Chapter 11:12).
