This Purchase Order is issued by Congo Basin Energy Development Corporation (CBEDC) to AfriDrill Technical Consultants SARL for the engagement of a qualified Petroleum Engineer to provide specialized technical services in support of CBEDC's upstream exploration and production operations located in the DR Congo Kinshasa metropolitan area and surrounding geological basins. The Petroleum Engineer shall be responsible for, but not limited to, the following scope of work:

  • Conducting reservoir characterization and petrophysical analysis of hydrocarbon-bearing formations identified in the DR Congo Kinshasa region.
  • Developing and optimizing well completion designs, including casing programs, cementing strategies, and artificial lift system selection for shallow and medium-depth wells.
  • Performing production forecasting, decline curve analysis, and material balance calculations to support field development planning.
  • Preparing technical reports, feasibility studies, and engineering assessments in compliance with the regulatory framework of the Ministry of Hydrocarbons, Petroleum, and Natural Gas of the Democratic Republic of the Congo.
  • Providing on-site supervision and technical oversight at CBEDC's operational facilities situated within the DR Congo Kinshasa industrial corridor.
  • Mentoring junior engineering staff and contributing to the development of internal technical standards for petroleum operations.

The Petroleum Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Petroleum Engineering, Chemical Engineering, or a closely related discipline from an accredited university. A minimum of eight (8) years of progressive professional experience in upstream petroleum operations, with at least three (3) years of field experience in West or Central African operating environments, is required. The candidate must demonstrate proficiency in industry-standard software including Petrel, Eclipse, and CMG Suite. Valid professional registration with the relevant engineering body in the DR Congo Kinshasa jurisdiction is mandatory prior to commencement of services.

Payment shall be made in United States Dollars (USD) via wire transfer to the supplier's designated bank account in Kinshasa, DR Congo, within thirty (30) calendar days of receipt of a valid invoice. Invoices must reference this Purchase Order number (PO-CD-KIN-2025-0047) and be submitted to the CBEDC Accounts Payable department at the address listed in Section 1.

Services under this Purchase Order shall commence on 1 July 2025 and shall continue for a period of twelve (12) months, subject to satisfactory performance review at the six-month mark. The Petroleum Engineer is expected to be physically present at the CBEDC operational site in DR Congo Kinshasa for a minimum of five (5) working days per week, with remote availability for technical consultations as needed. Any extension beyond the initial twelve-month term shall require a written amendment to this Purchase Order signed by both parties.

  1. This Purchase Order is governed by the commercial and labor laws of the Democratic Republic of the Congo, with particular reference to the regulations applicable to petroleum and hydrocarbon operations in the DR Congo Kinshasa region.
  2. The Petroleum Engineer shall comply with all health, safety, and environmental (HSE) standards mandated by CBEDC and the relevant DR Congo Kinshasa regulatory authorities, including the Agence Nationale des Hydrocarbures (ANH).
  3. The supplier shall maintain comprehensive professional indemnity insurance with a minimum coverage of USD 2,000,000 per occurrence, valid throughout the DR Congo Kinshasa operational area, for the full duration of this Purchase Order.
  4. All technical data, reports, and deliverables produced by the Petroleum Engineer under this Purchase Order shall be the exclusive property of CBEDC. The supplier shall not disclose proprietary information to third parties without prior written consent.
  5. Either party may terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, provided that all fees for services rendered up to the termination date shall be settled in full.
  6. Disputes arising from this Purchase Order shall be resolved through arbitration in Kinshasa, DR Congo, in accordance with the rules of the OHADA Arbitration Court, with proceedings conducted in French or English at the discretion of the parties.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of a Petroleum Engineer in DR Congo Kinshasa. This document constitutes a binding commercial agreement upon execution by both authorized representatives.
