This Purchase Order is issued by Al Rayyan Energy Services LLC, a licensed oil and gas services company operating in Qatar Doha, to procure the professional services of a qualified Petroleum Engineer for a fixed-term engagement. The Petroleum Engineer shall be deployed to our operational site located in the North Field, Qatar Doha region, to support reservoir management, well performance optimization, and production forecasting activities in accordance with the scope of work outlined below.
This Purchase Order constitutes a binding agreement between the Buyer (Al Rayyan Energy Services LLC) and the Vendor (NorthStar Technical Recruitment FZE) for the recruitment, placement, and management of the Petroleum Engineer for the duration specified herein. All terms, conditions, and obligations set forth in this Purchase Order shall be governed by the commercial laws of the State of Qatar and the applicable regulations of the Qatar Energy sector.
The Petroleum Engineer engaged under this Purchase Order shall perform the following duties at the Qatar Doha operational site:
- Conduct comprehensive reservoir simulation studies and develop production forecasts for the North Field assets located in Qatar Doha.
- Perform well performance analysis, including inflow performance relationships (IPR), outflow performance relationships (OPR), and nodal analysis for existing and planned wells.
- Prepare and update reservoir models using industry-standard software (Eclipse, Petrel, or equivalent) to support field development planning in Qatar Doha.
- Collaborate with geology, geophysics, and drilling teams to optimize well placement and completion strategies.
- Prepare monthly and quarterly technical reports for senior management and regulatory submissions to the Ministry of Energy and Industry in Qatar Doha.
- Provide technical oversight during well workovers, stimulations, and production testing activities.
- Mentor junior engineering staff and contribute to the continuous professional development program of the Petroleum Engineer team.
- Ensure full compliance with HSE standards and Qatar Energy operational directives at all times.

- Contract Duration: This Purchase Order covers a 12-month engagement period commencing on 1 August 2025 and concluding on 31 July 2026, subject to mutual renewal by written agreement.
- Payment Terms: Invoices shall be submitted monthly by the 5th business day. Payment shall be made within 30 days of invoice receipt via bank transfer to the Vendor's designated account. All payments are denominated in Qatari Riyal (QAR) and processed through a licensed bank in Qatar Doha.
- Performance Bond: The Vendor shall provide a performance bond equivalent to 10% of the total Purchase Order value, issued by a bank recognized in Qatar Doha, valid for the full contract duration plus 30 days.
- Qualification Requirements: The Petroleum Engineer must hold a minimum of a Bachelor's degree in Petroleum Engineering (or equivalent) from an accredited institution, possess at least 12 years of relevant field experience, and hold a valid SPE membership. A Master's degree in Reservoir Engineering is preferred.
- Compliance: The Petroleum Engineer shall comply with all Qatar Energy regulations, the Qatar Labour Law (Law No. 14 of 2004, as amended), and the operational HSE standards enforced at the Qatar Doha site.
- Termination: Either party may terminate this Purchase Order with 60 days' written notice. In the event of termination, the Buyer shall be liable for all costs incurred up to the effective date of termination, including repatriation travel to the Petroleum Engineer's home country.
- Confidentiality: All technical data, reservoir information, and operational details pertaining to the Qatar Doha assets shall be treated as strictly confidential. The Petroleum Engineer shall sign a Non-Disclosure Agreement (NDA) prior to commencing work.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through arbitration in Qatar Doha in accordance with the rules of the Qatar International Arbitration Centre (QIAC).
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Qatar.
By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Petroleum Engineer at the Qatar Doha operational site.
