3. Scope of Procurement – Petroleum Engineer Services

This Purchase Order is issued by Tanzania Petroleum Engineering & Resources Ltd. (TPERL) to procure the professional services of a qualified Petroleum Engineer to be deployed and operational in Tanzania Dar es Salaam. The Petroleum Engineer shall provide comprehensive technical support, reservoir analysis, well optimization, and production engineering services for the offshore and onshore petroleum operations managed by TPERL in the Tanzania Dar es Salaam region and its surrounding maritime zones. The engagement of this Petroleum Engineer is critical to ensuring compliance with the Tanzania Petroleum Development Act (Cap. 333) and the regulatory standards set forth by the Tanzania Petroleum Development Authority (TPDA) headquartered in Tanzania Dar es Salaam.

5. Terms and Conditions
  1. This Purchase Order constitutes a binding agreement between TPERL and EAPCE for the procurement of Petroleum Engineer services in Tanzania Dar es Salaam. All terms herein shall be governed by the laws of the United Republic of Tanzania.
  2. The Petroleum Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Petroleum Engineering from an accredited institution, possess a valid professional license issued by the Tanzania Council for Professional Engineers (TCPE), and demonstrate a minimum of ten (10) years of relevant experience in East African petroleum operations.
  3. All services rendered by the Petroleum Engineer shall be performed in Tanzania Dar es Salaam or at TPERL-designated operational sites within a 150-kilometer radius of the Tanzania Dar es Salaam city center, unless otherwise authorized in writing by the Chief Procurement Officer.
  4. Payment shall be made within thirty (30) calendar days of receipt of a valid invoice from EAPCE. Invoices must reference this Purchase Order number (PO/TZ/DSS/2025/PE-0472) and be submitted to the TPERL Finance Department in Tanzania Dar es Salaam.
  5. The Petroleum Engineer shall comply with all Health, Safety, and Environment (HSE) standards as mandated by the Tanzania Environment Management Act (Cap. 202) and the TPDA operational guidelines applicable to petroleum activities in Tanzania Dar es Salaam.
  6. Any modification, amendment, or cancellation of this Purchase Order must be executed in writing and signed by both parties. Verbal agreements regarding the scope of the Petroleum Engineer's duties shall not be enforceable.
  7. EAPCE warrants that the Petroleum Engineer assigned to this contract shall not be concurrently engaged in competing petroleum operations within the Tanzania Dar es Salaam jurisdiction without prior written consent from TPERL.
  8. Disputes arising from this Purchase Order shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the Arbitration Act (Cap. 22) of the United Republic of Tanzania.
  9. All intellectual property, technical reports, reservoir models, and engineering documentation produced by the Petroleum Engineer under this Purchase Order shall remain the exclusive property of TPERL.
  10. This Purchase Order is valid for a period of one hundred and twenty (120) days from the date of issue. Failure to accept and commence work within this period shall render this Purchase Order null and void.
6. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Petroleum Engineer services in Tanzania Dar es Salaam.
