This Purchase Order is issued to formally engage a qualified Physicist to provide specialized scientific consulting, research oversight, and technical advisory services to the Federal Ministry of Science & Technology, Nigeria Abuja. The Physicist shall be responsible for leading a multi-disciplinary research team, conducting experimental validations, and delivering peer-reviewed findings in the areas of applied physics, quantum computing infrastructure, and renewable energy systems as outlined in the attached Statement of Work (SOW-2025-114).
The engagement of this Physicist is critical to the national science and technology roadmap for Nigeria Abuja and the broader Federal Capital Territory. The Physicist shall report directly to the Director of Research & Development and shall be physically present at the ministry's headquarters in Nigeria Abuja for a minimum of four (4) working days per week, with the remaining time allocated to fieldwork and laboratory sessions at the National Physical Laboratory, Jabi, Nigeria Abuja.

- Scope of Work: The Physicist shall perform all duties as specified in SOW-2025-114, which is incorporated into this Purchase Order by reference. Any deviation from the agreed scope requires written amendment to this Purchase Order signed by both parties.
- Duration: This Purchase Order is valid for a period of twelve (12) months from the date of acceptance, commencing 1 July 2025 and concluding 30 June 2026, unless terminated earlier in accordance with Clause 7.
- Payment Terms: Payment shall be made in monthly installments of NGN 2,850,000 for professional services, due on the 5th business day of each month following submission of a monthly progress report by the Physicist. Equipment procurement (Item 02) shall be paid in two equal tranches: 50% upon order placement and 50% upon delivery and acceptance at the Nigeria Abuja facility.
- Intellectual Property: All research findings, data sets, patents, and publications generated by the Physicist under this Purchase Order shall be the joint property of the Physicist and the Federal Ministry of Science & Technology, Nigeria Abuja. The Physicist retains the right to publish findings subject to a 90-day prior review period by the ministry.
- Compliance: The Physicist shall comply with all applicable laws of the Federal Republic of Nigeria, including the National Research Act, the Data Protection Regulation (NDPR), and the guidelines of the Nigerian Physicists & Engineers Council. All work shall be conducted from the designated offices in Nigeria Abuja unless otherwise approved in writing.
- Confidentiality: The Physicist shall treat all proprietary data, government research materials, and classified information encountered during the engagement as strictly confidential. This obligation survives the termination of this Purchase Order for a period of five (5) years.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, the non-breaching party may terminate immediately upon written notice. Upon termination, the Physicist shall deliver all work-in-progress materials and equipment to the ministry's Nigeria Abuja headquarters within fourteen (14) days.
- Dispute Resolution: Any dispute arising from this Purchase Order shall first be subject to mediation in Nigeria Abuja. If unresolved within sixty (60) days, the matter shall be referred to arbitration under the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria 2004, with the seat of arbitration in Nigeria Abuja.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria, with the courts of Nigeria Abuja having exclusive jurisdiction.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, civil unrest, or government-imposed restrictions affecting operations in Nigeria Abuja.
By signing below, the parties acknowledge that this Purchase Order constitutes a binding agreement for the engagement of the Physicist as described herein. The Physicist confirms acceptance of all terms, conditions, and scope of work outlined in this document and the attached Statement of Work. The issuing authority confirms that adequate budgetary provisions have been made in the 2025/2026 fiscal allocation for the Federal Ministry of Science & Technology, Nigeria Abuja, to honor all financial obligations under this Purchase Order.
