This Purchase Order is issued by the Ankara Metropolitan Research & Development Authority for the professional engagement of a qualified Physicist to provide advanced research consultancy, experimental design oversight, and technical advisory services in support of the Authority’s ongoing quantum materials and applied nuclear physics programmes. The Physicist shall render all services within the jurisdiction of Turkey Ankara, specifically at the AMRDA laboratories located in the Çankaya district, unless otherwise directed in writing by the Buyer.
The scope of work encompasses the following deliverables:

All prices are quoted in Turkish Lira (TRY) and are inclusive of the Physicist’s professional liability insurance as mandated under Turkish commercial law. Currency conversion, if required for international co-funding, shall be executed at the Central Bank of the Republic of Turkey rate on the date of invoice.
3.1 Delivery and Performance Period: The Physicist shall commence services on 1 July 2025 and shall complete all deliverables no later than 31 December 2025. All on-site work shall be conducted at the AMRDA facilities in Turkey Ankara, or at such alternative location within Turkey Ankara as mutually agreed in writing.
3.2 Payment Terms: Payment shall be made in three equal instalments: (a) 40% upon execution of this Purchase Order and confirmation of the Physicist’s availability; (b) 35% upon delivery and acceptance of the experimental apparatus design (Item 02); (c) 25% upon final acceptance of all remaining deliverables. Payment shall be effected via bank transfer to the account specified by the Physicist within fifteen (15) business days of invoice receipt.
3.3 Intellectual Property: All research findings, data sets, experimental designs, and technical documentation produced by the Physicist in the course of fulfilling this Purchase Order shall be the exclusive property of the Ankara Metropolitan Research & Development Authority. The Physicist retains the right to publish general academic findings, subject to a thirty (30) day prior review period by the Buyer.
3.4 Confidentiality: The Physicist agrees to maintain strict confidentiality regarding all proprietary data, experimental parameters, and internal communications encountered during the engagement in Turkey Ankara. This obligation shall survive the termination of this Purchase Order for a period of five (5) years.
3.5 Termination: Either party may terminate this Purchase Order with thirty (30) days’ written notice. In the event of termination for convenience by the Buyer, the Physicist shall be compensated for all services rendered up to the effective date of termination, plus a 10% completion premium on partially finished deliverables.
3.6 Governing Law and Jurisdiction: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Turkey. Any disputes arising hereunder shall be subject to the exclusive jurisdiction of the competent courts in Turkey Ankara.
3.7 Compliance: The Physicist warrants that all services shall comply with the applicable regulations of the Turkish Atomic Energy Authority (TAEK) and the Ministry of Science, Industry and Technology of the Republic of Turkey, as well as all relevant occupational health and safety standards in force in Turkey Ankara.
This Purchase Order is issued under the authority of the AMRDA Procurement Directorate in accordance with Law No. 4734 (Public Procurement Law of the Republic of Turkey) and its implementing regulations. The Physicist’s acceptance of this Purchase Order constitutes a binding contractual agreement between the parties.
