4. Scope of Procurement

This Purchase Order is issued by the Dhaka Metropolitan Police, Bangladesh Dhaka, for the procurement of qualified Police Officer services, associated operational equipment, and mandatory training programs. The selected Police Officer(s) shall be deployed to the Mirpur Division of Bangladesh Dhaka to assist in crowd management, traffic regulation, and community policing initiatives during the upcoming national security operations period. All services rendered under this Purchase Order must comply with the Bangladesh Police Act of 1950, the Bangladesh Police Rules of 1986, and all applicable regulations of the Bangladesh Dhaka Metropolitan Police force.

1. This Purchase Order is governed by the laws of the People's Republic of Bangladesh and all applicable regulations of the Bangladesh Dhaka Metropolitan Police authority.
2. The supplier shall ensure that every Police Officer deployed under this Purchase Order holds a valid Bangladesh Police Service certificate, a clean criminal background record verified by the Bangladesh Dhaka CID, and a current medical fitness certificate.
3. All Police Officers shall report for duty at the designated Bangladesh Dhaka police station within 72 hours of the confirmed start date specified in this Purchase Order.
4. The supplier is responsible for the recruitment, vetting, initial training, and ongoing administrative management of the Police Officers. The Bangladesh Dhaka DMP retains operational command and disciplinary authority over all deployed Police Officers during their assignment.
5. Payment shall be made in monthly installments of BDT 1,064,700 (one-twelfth of the grand total) via bank transfer to the supplier's designated account in Bangladesh Dhaka, within 15 working days of receipt of a valid invoice and service confirmation.
6. The supplier shall provide a performance bond of BDT 1,277,640 (10% of the total Purchase Order value) in the form of a bank guarantee issued by a scheduled bank operating in Bangladesh Dhaka, valid for the entire contract duration plus 30 days.
7. Any breach of the Bangladesh Police Act, 1950, or failure to meet the operational standards set by the Bangladesh Dhaka Metropolitan Police shall constitute grounds for immediate termination of this Purchase Order without prior notice.
8. All equipment and uniforms procured under this Purchase Order shall become the property of the Bangladesh Dhaka Metropolitan Police upon delivery and shall be returned in good condition upon contract expiry, subject to normal wear and tear.
9. Disputes arising from this Purchase Order shall be resolved through arbitration in Bangladesh Dhaka in accordance with the Bangladesh Arbitration Act, 2001. The jurisdiction of the courts in Bangladesh Dhaka shall be exclusive.
10. The supplier shall maintain comprehensive liability insurance covering all Police Officers for the duration of the contract, with a minimum coverage of BDT 5,000,000 per individual, issued by an insurer licensed in Bangladesh Dhaka.
11. This Purchase Order shall remain in effect from 01 August 2025 to 31 July 2026, unless terminated earlier in accordance with the terms stated herein.

7. Delivery and Deployment Schedule

All Police Officers must complete their mandatory training at the Bangladesh Dhaka DMP Training Center by 25 July 2025. Operational deployment to the assigned Bangladesh Dhaka police stations shall commence on 01 August 2025. The supplier shall submit a detailed deployment roster, including the names, ranks, and assigned stations of each Police Officer, to the Bangladesh Dhaka DMP Administration Wing no later than 20 July 2025.

8. Acceptance and Authorization

This Purchase Order is issued subject to the final approval of the Commissioner of Police, Bangladesh Dhaka, and the concurrence of the Ministry of Home Affairs, Government of Bangladesh. The supplier's acceptance of this Purchase Order shall be confirmed in writing within five (5) working days of receipt. Failure to confirm within the stipulated period shall be deemed a rejection of this Purchase Order.
