Terms and Conditions of this Purchase Order
- This Purchase Order is issued under the General Financial Rules (GFR) 2017, Government of India, and the Delhi Police Procurement Manual. All transactions shall be governed by the laws of the Republic of India, specifically those applicable in New Delhi, India.
- The supplier shall deliver all items listed in this Purchase Order to the designated Police Officer's station at Central District Police Station, New Delhi – 110001, within the stipulated delivery timelines mentioned in the item table. Late delivery shall attract a penalty of 0.5% of the item value per day of delay, up to a maximum of 10%.
- All equipment procured under this Purchase Order is exclusively for the use of the designated Police Officer of the Delhi Police Force, New Delhi. The items shall bear the Delhi Police insignia and the unique asset tag number assigned by the Quartermaster's Branch, New Delhi.
- Payment shall be made within 30 days of satisfactory delivery and inspection of all items by the authorized receiving officer at the New Delhi police station. Payment shall be processed via RTGS/NEFT to the vendor's designated bank account in India. No cash payments shall be made.
- The supplier warrants that all items conform to the applicable Bureau of Indian Standards (BIS) and Ministry of Home Affairs specifications. A certificate of conformity and ISI mark documentation shall accompany each delivery. The Police Officer receiving the equipment shall sign the delivery challan upon inspection.
- A warranty period of a minimum of 12 months shall apply to all items under this Purchase Order, excluding consumables. Any defective item shall be replaced at the supplier's cost within 7 working days of written intimation by the Delhi Police, New Delhi.
- This Purchase Order shall not be transferred, sub-contracted, or assigned to any third party without prior written consent from the Director General of Police, Delhi, New Delhi, India.
- All disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the competent courts in New Delhi, India. Arbitration, if required, shall be conducted in accordance with the Arbitration and Conciliation Act, 1996, with the seat of arbitration in New Delhi.
- The supplier shall maintain strict confidentiality regarding the identity, deployment location, and operational details of the Police Officer for whom this equipment is procured. Any breach of confidentiality shall be treated as a criminal offense under the Indian Penal Code and the Delhi Police Act.
- This Purchase Order is valid for acceptance within 7 calendar days from the date of issue. Failure to accept within this period shall render this Purchase Order null and void, and the Delhi Police, New Delhi, reserves the right to re-tender the procurement.
