4. Terms and Conditions
4.1 This Purchase Order is issued by the Department of Police, Government of Sindh, for the exclusive procurement of Police Officer uniforms, protective equipment, and training services intended for deployment within the jurisdiction of Pakistan Karachi. All items must conform to the specifications outlined in the attached technical annexure approved by the Inspector General of Police, Pakistan Karachi.
4.2 The supplier shall deliver all Police Officer equipment and uniforms to the designated Police Officer barracks and training facilities across Pakistan Karachi within forty-five (45) calendar days from the date of this Purchase Order. The training program for Police Officer personnel shall commence within sixty (60) days and be completed within the validity period of this Purchase Order.
4.3 Payment shall be made in three (3) installments: 30% upon acceptance of this Purchase Order, 50% upon successful delivery and inspection of all Police Officer equipment in Pakistan Karachi, and 20% upon completion of the Police Officer training program and final acceptance by the Sindh Police Command.
4.4 All Police Officer uniforms and equipment must bear the official Pakistan Karachi Police insignia and comply with the Sindh Police Dress Code Regulations 2024. Any non-conforming items will be rejected at the supplier's expense.
4.5 The supplier warrants that all Police Officer body armor and tactical equipment meets or exceeds NIJ Standard 0101.06 and has been tested by a recognized laboratory in Pakistan. Certificates of conformity must accompany each delivery batch.
4.6 This Purchase Order is governed by the laws of the Islamic Republic of Pakistan. Any disputes arising from this Purchase Order related to Police Officer procurement in Pakistan Karachi shall be resolved through the Sindh Public Procurement Authority arbitration panel.
4.7 The supplier shall maintain a dedicated liaison officer in Pakistan Karachi to coordinate with the Police Officer logistics division throughout the fulfillment period of this Purchase Order.
5. Delivery & Acceptance
All Police Officer equipment shall be delivered to the Sindh Police Central Depot, Korangi Industrial Area, Pakistan Karachi. Delivery shall be made in clearly labeled crates with itemized manifests. The receiving Police Officer logistics team in Pakistan Karachi shall conduct a 72-hour inspection window prior to final acceptance. Any defects or shortages identified during this period must be rectified by the supplier within ten (10) business days at no additional cost to the Department of Police.
