1. Purpose and Scope of This Purchase Order

This Purchase Order is issued by the Office of the Hon. Politician, a senior elected representative serving the constituents of Singapore Singapore, for the procurement of professional services, materials, and logistical support required for the Politician's official public engagements, constituency outreach programmes, and legislative duties during the second quarter of the fiscal year 2025. This Purchase Order constitutes a binding agreement between the Purchasing Party and the Supplier, and all terms herein shall be governed by the laws of Singapore Singapore. The Politician, in the capacity of a public servant of Singapore Singapore, authorises this procurement to ensure the continuity of civic services and public communication obligations owed to the electorate of Singapore Singapore.

3. Delivery and Performance Schedule

All deliverables under this Purchase Order shall be completed and delivered to the Office of the Politician at the address stated above, or to such alternative locations within Singapore Singapore as the Politician may designate in writing. The Supplier acknowledges that the Politician's public schedule in Singapore Singapore is subject to parliamentary sessions and emergency civic duties; therefore, the Supplier shall maintain a minimum 48-hour flexibility window for any rescheduling of on-site services. Final acceptance of all deliverables shall be confirmed in writing by the Politician's Chief of Staff within five (5) business days of delivery.

4. Payment Terms

Payment shall be made via bank transfer to the Supplier's designated account within thirty (30) days of receipt of a valid tax invoice and written acceptance of deliverables by the Politician's office.
A 10% retention shall be withheld from each milestone payment and released upon final completion and acceptance of all items listed in this Purchase Order.
All amounts are denominated in Singapore Dollars (SGD) and are subject to the prevailing Goods and Services Tax (GST) rate in Singapore Singapore at the time of invoicing.
Late payments shall attract interest at the rate of 5% per annum, calculated on a daily basis, in accordance with the Payment Terms for Supply of Goods and Services Act of Singapore Singapore.

5. Terms and Conditions

This Purchase Order is issued in full compliance with the Public Procurement Guidelines of Singapore Singapore and the Code of Conduct for Politicians in Singapore Singapore.
The Supplier warrants that all materials and services provided shall be of professional quality, free from defects, and shall not contain any content that is defamatory, politically partisan beyond the Politician's official mandate, or in violation of the Broadcasting Act or Maintenance of Religious Harmony Act of Singapore Singapore.
The Supplier shall maintain strict confidentiality regarding the Politician's personal information, internal communications, and unpublished policy positions. Any breach of confidentiality shall result in immediate termination of this Purchase Order and legal action under the Personal Data Protection Act of Singapore Singapore.
The Politician's office reserves the right to modify, cancel, or reduce the scope of any line item in this Purchase Order with fourteen (14) days' written notice, in which case the Supplier shall be compensated only for work completed and materials procured up to the date of modification.
Disputes arising from this Purchase Order shall be resolved through mediation under the Singapore Mediation Centre, and failing resolution, through the courts of Singapore Singapore.
This Purchase Order shall be governed by and construed in accordance with the laws of Singapore Singapore. The Supplier acknowledges that the Politician, as a public official of Singapore Singapore, is bound by additional transparency and accountability requirements that may affect the timing and manner of procurement communications.

6. Authorisation and Acceptance

This Purchase Order is authorised by the undersigned on behalf of the Office of the Politician, Singapore Singapore, and shall become effective upon countersignature by the Supplier. Both parties confirm that they have read, understood, and agree to all terms and conditions set forth in this document.
