3. Description of Procured Services

This Purchase Order is issued by Meridian Infrastructure Development Corporation (Pvt.) Ltd. to Apex Talent Solutions (Pvt.) Ltd. for the procurement and engagement of a qualified Project Manager to oversee and deliver the "Islamabad Smart Corridor Development Initiative" (ISCDI). The Project Manager shall be physically stationed at the buyer's headquarters in Pakistan Islamabad and shall report directly to the Chief Executive Officer. The scope of the Project Manager's responsibilities includes, but is not limited to:

  • End-to-end planning, scheduling, and execution of the ISCDI project within the defined budget and timeline.
  • Coordination with the Pakistan Islamabad municipal authorities, the Capital Development Authority (CDA), and relevant federal agencies operating within the Islamabad Capital Territory.
  • Management of cross-functional teams comprising engineers, architects, procurement specialists, and quality assurance officers based in Pakistan Islamabad.
  • Preparation and submission of weekly and monthly progress reports to the board of directors and to the Pakistan Islamabad provincial development office.
  • Risk identification, mitigation planning, and stakeholder communication specific to the regulatory and operational environment of Pakistan Islamabad.
  • Ensuring full compliance with the Pakistan Engineering Council (PEC) standards, the Pakistan Standards and Quality Control Authority (PSQCA) regulations, and all applicable federal and provincial building codes in force in Pakistan Islamabad.

Payment Terms: Payment shall be made via bank transfer to the supplier's designated account in Pakistan Islamabad within thirty (30) calendar days of receipt of a valid tax invoice. The monthly Project Manager fee shall be invoiced on the first business day of each month. The one-time recruitment fee is payable within fourteen (14) days of the Project Manager's confirmed start date in Pakistan Islamabad.

5. Commencement and Delivery Location

The Project Manager shall commence duties no later than 01 July 2025 at the buyer's project office located at Plot 14-B, Sector F-10/2, Pakistan Islamabad. All project documentation, site inspections, and stakeholder meetings shall be conducted within the administrative boundaries of Pakistan Islamabad unless prior written approval is obtained from the buyer. The supplier guarantees that the Project Manager engaged under this Purchase Order shall maintain a minimum of five (5) working days per week of physical presence in Pakistan Islamabad.

6. Terms and Conditions

  1. This Purchase Order is governed by the laws of the Islamic Republic of Pakistan, with specific reference to the Pakistan Contract Act, 1872, and applicable regulations of the Pakistan Islamabad Capital Territory.
  2. The supplier warrants that the Project Manager shall hold a minimum of a Bachelor's degree in Civil Engineering, Construction Management, or a related discipline, along with a valid PEC license and a minimum of ten (10) years of experience managing infrastructure projects in Pakistan Islamabad or comparable metropolitan environments.
  3. Any dispute arising from this Purchase Order shall be resolved through arbitration in Pakistan Islamabad in accordance with the Arbitration Act, 1940 of Pakistan.
  4. The buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice if the Project Manager fails to meet the performance benchmarks outlined in the attached Service Level Agreement (SLA).
  5. All intellectual property, project plans, and documentation created by the Project Manager during the term of this Purchase Order shall remain the exclusive property of the buyer.
  6. The supplier shall comply with all data protection and confidentiality obligations under the Pakistan Personal Data Protection Bill and shall ensure the Project Manager signs a non-disclosure agreement specific to the Pakistan Islamabad project site.
Important Note: This Purchase Order is non-transferable. The specific Project Manager identified and approved by the buyer under this Purchase Order shall not be substituted without prior written consent. All site access permits for the Project Manager within Pakistan Islamabad shall be arranged by the buyer's security and facilities department.

7. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Project Manager in Pakistan Islamabad.
