1. Description of Services and Deliverables

This Purchase Order is issued by the Kampala Regional Mental Health Authority to engage the services of a qualified Psychiatrist, Dr. Emmanuel Okello, for the provision of specialized psychiatric consultation, diagnostic assessment, and ongoing therapeutic management services within the Kampala metropolitan area of Uganda. The Psychiatrist shall render professional mental health services in accordance with the standards set by the Uganda Medical and Dental Council and the Ministry of Health, Republic of Uganda.

2. Scope of Engagement and Professional Requirements

The Psychiatrist engaged under this Purchase Order shall hold a valid license to practice psychiatry in Uganda, issued by the Uganda Medical and Dental Council. The Psychiatrist must demonstrate a minimum of eight (8) years of post-qualification experience in adult and adolescent psychiatry. All services shall be delivered at the designated facilities in Kampala, Uganda, including the Kampala Regional Mental Health Centre, Kampala Hospital, and approved satellite clinics within the Kampala Capital City Metropolitan Area. The Psychiatrist is required to maintain full professional indemnity insurance coverage as mandated by the Uganda Medical and Dental Council and to comply with all data protection regulations under the Uganda Data Protection and Privacy Act, 2019, particularly regarding the confidentiality of patient psychiatric records.

3. Payment Terms and Conditions
  • Payment Schedule: Payment shall be made in quarterly installments within thirty (30) days of the submission of a valid invoice by the Psychiatrist. The first installment shall be due no later than 30 September 2025.
  • Currency: All payments under this Purchase Order shall be made in Ugandan Shillings (UGX) via bank transfer to the account designated by the Psychiatrist.
  • Taxation: Applicable withholding tax as prescribed by the Uganda Revenue Authority shall be deducted at source. The Psychiatrist shall provide a valid TIN for all transactions.
  • Bank Details: Bank of Uganda, Branch: Kampala Road. Account Name: Dr. Emmanuel Okello. Account No: 0045-7821-3390-12. SWIFT: BOUGUGKA.
  • Disputes: Any disputes arising from this Purchase Order shall be resolved through mediation in Kampala, Uganda, in accordance with the laws of the Republic of Uganda.
4. Contract Duration and Termination

This Purchase Order is valid for a period of twelve (12) months commencing on 1 July 2025 and expiring on 30 June 2026, unless renewed in writing by both parties. Either party may terminate this Purchase Order with a written notice of sixty (60) days. The Kampala Regional Mental Health Authority reserves the right to terminate this Purchase Order immediately in the event of professional misconduct, loss of medical license, or material breach of the terms stipulated herein.

5. Acceptance and Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and service specifications outlined in this Purchase Order for the engagement of the Psychiatrist in Kampala, Uganda. This document constitutes a binding procurement instrument under the Public Procurement and Disposal of Public Assets Act, 2003 (as amended) of Uganda.
