- This Purchase Order constitutes a formal request for the engagement of a qualified Psychologist to deliver clinical and community mental health services within the New Zealand Wellington region, specifically within the boundaries of the Wellington City Council and surrounding Hutt Valley areas.
- The Psychologist engaged under this Purchase Order must hold current, valid registration with the Psychologists Board of New Zealand and maintain professional indemnity insurance with a minimum coverage of NZD $5,000,000 per claim throughout the duration of this engagement.
- All services shall be delivered in accordance with the Health and Disability Commissioner's Code of Health and Disability Services Consumers' Rights (New Zealand, 1996) and the Psychologists Board of New Zealand's Code of Ethics and Practice Standards.
- Payment shall be made within thirty (30) calendar days of receipt of a valid tax invoice from the Psychologist or their practice entity. Invoices must reference this Purchase Order number (PO-WLG-2025-0487) and include the supplier's GST registration number.
- The Psychologist shall maintain strict confidentiality of all client records in compliance with the New Zealand Privacy Act 2020. All client data shall be stored on secure, encrypted systems hosted within New Zealand and shall not be transferred outside the country without explicit written consent from the Buyer.
- Service delivery is expected to commence no later than 01 August 2025 and continue for a period of twelve (12) months, subject to mutual agreement for renewal. The Psychologist shall provide a minimum of four (4) weeks' written notice for any reduction in service availability.
- The Buyer reserves the right to audit service delivery records, client outcome measures, and financial records related to this Purchase Order upon fourteen (14) days' written notice, in accordance with New Zealand public procurement and transparency obligations.
- Any variation to the scope of Psychologist services, including additional sessions, workshops, or emergency call-outs beyond the quantities specified herein, shall require a written variation order signed by both parties prior to service delivery.
- This Purchase Order is governed by the laws of New Zealand. Any disputes arising from this engagement shall be resolved through mediation in Wellington, New Zealand, in accordance with the Disputes Standards Act 2017, before escalation to the District Court of Wellington.
- The Psychologist shall comply with all applicable New Zealand employment, health and safety (Health and Safety at Work Act 2015), and anti-discrimination legislation when delivering services to clients in the Wellington community.
This Purchase Order has been reviewed and authorised in accordance with the Wellington Community Health & Wellbeing Trust's procurement policy and the New Zealand Public Procurement Rules. The total value of this Purchase Order for Psychologist services is within the delegated authority of the Procurement Manager.
