This Purchase Order is issued by the Centre Hospitalier National de Dakar to procure the professional services of a Radiologist for the period of twelve (12) months, commencing 1 July 2025 and concluding 30 June 2026. The Radiologist shall provide comprehensive diagnostic imaging interpretation services, including but not limited to X-ray, computed tomography (CT), magnetic resonance imaging (MRI), ultrasound, and fluoroscopy, at the CHND main facility located in the Plateau district of Dakar, Senegal. The Radiologist shall also be available for on-call consultation at the CHND satellite imaging unit in the Fann district of Dakar, as required by the hospital's operational schedule.
The Radiologist engaged under this Purchase Order must hold a valid medical license issued by the Senegalese Ministry of Health (Ministère de la Santé et de l'Action Sociale) and must be registered with the Ordre des Médecins du Sénégal. All diagnostic reports shall be issued in both French and English to accommodate the bilingual patient population of Dakar.

- Place of Performance: All services under this Purchase Order shall be rendered at the Centre Hospitalier National de Dakar, Plateau, Dakar, Senegal, and its designated satellite imaging facility in Fann, Dakar. The Radiologist shall comply with all operational protocols established by the CHND administration in Dakar.
- Payment Terms: Payment shall be made in West African CFA Francs (XOF) via bank transfer to the Radiologist's designated account at a licensed bank in Dakar, Senegal. Invoices shall be submitted monthly by the 5th business day, and payment shall be processed within thirty (30) calendar days of invoice receipt, in accordance with Senegalese public procurement regulations.
- Regulatory Compliance: The Radiologist shall adhere to all radiation safety standards as prescribed by the Agence Nationale de Sécurité Nucléaire et Radiologique (ANSNR) of Senegal. All diagnostic imaging equipment used in Dakar under this Purchase Order shall be calibrated and certified in accordance with Senegalese health authority requirements.
- Confidentiality and Data Protection: The Radiologist shall handle all patient imaging data in strict compliance with Senegalese data protection laws and the CHND's internal confidentiality policy. Patient records shall be stored on the CHND's secure server infrastructure located in Dakar and shall not be transferred outside the Republic of Senegal without written authorization.
- Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination, the Radiologist shall complete all pending diagnostic reports for patients seen in Dakar prior to the termination date.
- Dispute Resolution: Any dispute arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be submitted to the competent commercial court of Dakar, Senegal, in accordance with the Senegalese Code of Civil Procedure.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to epidemics, civil unrest in Dakar, or government-mandated closures of healthcare facilities in Senegal.
- Intellectual Property: All diagnostic reports, annotated images, and clinical findings produced by the Radiologist in the course of this Purchase Order shall remain the property of the CHND, Dakar, Senegal.
By signing below, the undersigned parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Radiologist services in Dakar, Senegal. This document constitutes a binding agreement under the commercial laws of the Republic of Senegal.
