This Purchase Order authorizes the procurement of qualified School Counselor services for the 2025–2026 academic year across the Commission scolaire de Montréal network in Canada Montreal. The School Counselor(s) engaged under this Purchase Order shall perform the following duties:
- Provide individual and group counselling services to students aged 5 through 18, addressing academic, social, emotional, and career-related concerns within the Canada Montreal educational context.
- Develop and implement comprehensive student support plans in collaboration with teachers, parents, and external mental health professionals in the Greater Montreal region.
- Conduct risk assessments for students experiencing bullying, self-harm, substance abuse, or family disruption, and coordinate referrals to appropriate community resources in Canada Montreal.
- Deliver evidence-based social-emotional learning (SEL) curricula aligned with the Québec Ministry of Education (MÉQ) framework for all School Counselor-led programming.
- Maintain confidential student records in compliance with the Loi sur la protection des renseignements personnels dans le secteur privé and applicable Québec privacy legislation.
- Participate in multidisciplinary team meetings, Individual Education Plan (IEP) reviews, and school-wide wellness initiatives specific to the Canada Montreal school community.
- Provide crisis intervention and post-incident support following any critical incident at any school site within the Canada Montreal district.
- Ensure all School Counselor services are delivered in both English and French, reflecting the bilingual mandate of the Canada Montreal educational system.
5.1 Governing Law: This Purchase Order shall be governed by and interpreted in accordance with the Civil Code of Québec and all applicable federal and provincial legislation of Canada Montreal. Any disputes arising from this Purchase Order shall be resolved through mediation in Montréal, Québec, Canada, before proceeding to the Superior Court of Québec.
5.2 Qualifications: All School Counselor personnel assigned under this Purchase Order must hold a valid licence from the Ordre des psychologues du Québec or the Ordre des conseillers et conseillères d'orientation du Québec. The School Counselor must demonstrate a minimum of three (3) years of post-secondary counselling experience in a Canadian educational setting.
5.3 Background Checks: Prior to commencing duties, each School Counselor must provide a clear criminal record check (Vérification du casier judiciaire) and a child protection clearance as mandated by the Québec government for all personnel working with minors in Canada Montreal.
5.4 Insurance: The vendor shall maintain professional liability insurance of no less than $5,000,000 CAD per occurrence, naming the Commission scolaire de Montréal as an additional insured party. Certificates of insurance must be provided prior to the start date.
5.5 Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the School Counselor services shall be wound down in a manner that ensures continuity of care for all students currently in active counselling in Canada Montreal.
5.6 Invoicing: Invoices shall be submitted monthly in Canadian Dollars (CAD) and must reference this Purchase Order number (CSDM-2025-SC-0047). Payment shall be processed within thirty (30) days of receipt of a valid invoice by the accounts payable department in Canada Montreal.
5.7 Compliance: The vendor and all School Counselor staff must comply with the Code des droits et libertés des Québécois, the Loi sur l'instruction publique, and all anti-discrimination policies of the Commission scolaire de Montréal.
Note: This Purchase Order has been reviewed and approved by the Board of Trustees of the Commission scolaire de Montréal. The procurement of School Counselor services under this document is funded through the Québec Ministry of Education annual allocation for student support services in Canada Montreal. All expenditures are subject to audit by the Vérificateur général du Québec.
