4. QUALIFICATIONS REQUIRED FOR THE SCHOOL COUNSELOR

The School Counselor engaged under this Purchase Order must meet the following minimum qualifications as mandated by the Moroccan educational regulatory framework:

  • A minimum of a Master's degree in Psychology, Educational Counseling, or a closely related field from an accredited Moroccan or internationally recognized university.
  • Valid professional license issued by the Moroccan Ministry of Health or the relevant regulatory body for practicing psychological counseling in Morocco Casablanca.
  • A minimum of five (5) years of documented experience in a school or educational counseling setting, with at least two (2) years in a secondary school environment.
  • Fluency in both Arabic and French, with professional proficiency in English, to serve the diverse student body of the institution in Morocco Casablanca.
  • Certification in adolescent mental health, crisis intervention, and trauma-informed care.
  • Completion of a minimum of 40 hours of continuing professional development annually.
5. TERMS AND CONDITIONS
  • Payment Terms: Payment shall be made in quarterly installments within thirty (30) calendar days of receipt of an approved invoice. The first installment is due upon successful onboarding of the School Counselor at the Morocco Casablanca campus.
  • Commencement Date: The School Counselor services shall commence on 1 September 2025, coinciding with the start of the academic year at the institution in Morocco Casablanca.
  • Working Hours: The School Counselor shall be available on-site from Monday through Friday, 08:00 to 16:30, with an additional two (2) hours allocated for administrative duties, case documentation, and inter-departmental coordination.
  • Confidentiality: All student records, counseling notes, and personal data handled by the School Counselor shall be treated as strictly confidential in compliance with Moroccan Law 09-08 on the Protection of Personal Data. No information shall be disclosed to third parties without written parental or student consent.
  • Performance Review: A formal performance evaluation of the School Counselor shall be conducted at the end of each semester by the Director of Student Affairs. Failure to meet the agreed-upon service standards after a written notice period of thirty (30) days shall constitute grounds for termination of this Purchase Order.
  • Termination: Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of early termination, the School Counselor's services shall be prorated, and only services rendered up to the termination date shall be invoiced.
  • Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. Should negotiation fail, the matter shall be submitted to the competent commercial courts of Casablanca, Morocco, in accordance with Moroccan commercial law.
  • Force Majeure: Neither party shall be held liable for failure to perform obligations due to circumstances beyond reasonable control, including but not limited to natural disasters, government-mandated school closures in Morocco Casablanca, or public health emergencies.
6. DELIVERABLES AND REPORTING

The School Counselor shall submit the following deliverables as part of the obligations under this Purchase Order:

  • Monthly activity reports detailing individual and group sessions conducted, submitted by the 5th of each month.
  • Semester-end comprehensive reports on student well-being metrics, academic counseling outcomes, and identified risk factors.
  • An annual strategic plan for the upcoming academic year, submitted no later than 15 July, outlining counseling program objectives, resource needs, and professional development plans.
  • Quarterly presentations to the school's Board of Directors in Morocco Casablanca summarizing key findings, success stories, and areas requiring institutional attention.
7. AUTHORIZATION AND SIGNATURES
