This Purchase Order is issued by the Dar es Salaam Municipal Education Authority to procure the professional services of a qualified School Counselor to be deployed across selected secondary and primary schools within the Dar es Salaam region of Tanzania. The School Counselor shall provide comprehensive student welfare support, academic guidance, psychological first aid, career counseling, and conflict mediation services to students, parents, and teaching staff.
The engagement is specifically tailored to the educational landscape of Tanzania Dar es Salaam, where the growing student population and increasing academic pressures necessitate dedicated professional counseling support. The School Counselor shall operate in accordance with the Tanzania Education Act (Cap. 297), the National Policy on Guidance and Counseling, and all applicable regulations issued by the Ministry of Education, Science and Technology of the United Republic of Tanzania.

Inclusive of 18% Value Added Tax (VAT) as per Tanzania Revenue Authority regulations
- A minimum of a Bachelor's degree in Counseling Psychology, Educational Psychology, or a related field from a recognized institution in Tanzania or an accredited international university.
- Professional certification from the Tanzania Board of Registration for Counseling and Guidance (TBRCCG) or equivalent body.
- A minimum of five (5) years of documented experience in school-based counseling within East Africa, with at least two (2) years in the Dar es Salaam region.
- Demonstrated proficiency in Swahili (Kiswahili) and English, with the ability to conduct all counseling sessions in both languages.
- Valid medical fitness certificate and a clear police clearance from the Tanzania Police Force, Dar es Salaam Regional Command.
- Experience working with adolescent populations in urban Tanzanian settings, including familiarity with the National Curriculum Framework of Tanzania.
- 6.1 This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All services shall be rendered in compliance with the laws of the United Republic of Tanzania.
- 6.2 The School Counselor shall be required to report to the designated schools within the Dar es Salaam region as specified in the deployment schedule attached as Annexure A to this Purchase Order.
- 6.3 Payment shall be made in monthly installments within thirty (30) days of receipt of an approved invoice and verified monthly progress report. Payment shall be processed through the Tanzania Government Electronic Payment System (TGEPS).
- 6.4 The Supplier shall bear all costs associated with the recruitment, onboarding, and professional development of the School Counselor unless otherwise specified in this Purchase Order.
- 6.5 The Buyer reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of unsatisfactory performance, as determined by the quarterly evaluation process.
- 6.6 All student records and counseling documentation shall be maintained in strict confidence in accordance with the Tanzania Data Protection Act, 2022, and shall be stored at the designated school premises in Dar es Salaam.
- 6.7 The School Counselor shall comply with all health and safety regulations as enforced by the Dar es Salaam City Council and the Tanzania Occupational Safety and Health Authority.
- 6.8 Any disputes arising from this Purchase Order shall be resolved through mediation in Dar es Salaam, Tanzania, in accordance with the Tanzania Arbitration Act, 2010. If mediation fails, the matter shall be referred to the High Court of Tanzania, Dar es Salaam.
- 6.9 The Supplier shall ensure that the School Counselor maintains professional indemnity insurance with a minimum coverage of TZS 50,000,000 throughout the duration of this engagement.
- 6.10 This Purchase Order is subject to the availability of funds in the Dar es Salaam Municipal Education Authority's annual budget allocation for student welfare services, as approved by the Tanzania Ministry of Finance and Planning.
The School Counselor shall commence duties no later than 1st July 2025 at the primary deployment site located in the Kigamboni area of Dar es Salaam, Tanzania. The full deployment across all designated schools within the Dar es Salaam region shall be completed within sixty (60) days of the commencement date. All deliverables, including the Student Counseling Framework, shall be submitted to the Buyer's office at Education House, Samora Avenue, Dar es Salaam, within the timelines specified in the project schedule.
This Purchase Order is issued under the authority of the Dar es Salaam Municipal Education Authority and is valid for acceptance within thirty (30) days of the date of issue. The Supplier's acceptance of this Purchase Order shall be confirmed in writing and shall constitute full agreement to all terms, conditions, and specifications outlined herein.
