Description of Services – School Counselor ProcurementThis Purchase Order is issued by the Houston Independent School District to formally procure the professional services of a certified School Counselor to be deployed across multiple campuses within the United States Houston metropolitan area. The selected School Counselor shall provide comprehensive academic, career, and socio-emotional support services to students in grades 6 through 12. This Purchase Order governs all terms, conditions, compensation, and deliverables associated with the engagement of the School Counselor for the 2025–2026 academic year.
The School Counselor engaged under this Purchase Order must hold a valid Texas State Board of Educator Certification (SBEC) license in School Counseling (License Type 008) and possess a minimum of five (5) years of documented experience in K-12 school counseling within the United States Houston region or comparable urban school districts. The School Counselor shall adhere to the American School Counselor Association (ASCA) National Model and the ethical standards established by the Texas Association of School Counselors.

The School Counselor engaged under this Purchase Order shall perform the following duties within the United States Houston school district:
- Deliver individual and group counseling sessions to a caseload of no more than 250 students per counselor, in compliance with Texas Education Code §12.105.
- Develop and implement a comprehensive school counseling program aligned with the ASCA National Model, addressing academic planning, career readiness, and personal-social development.
- Coordinate with classroom teachers, administrators, and parents/guardians to identify and support students experiencing academic, behavioral, or emotional difficulties.
- Administer and interpret standardized career interest and aptitude assessments for students in grades 9–12.
- Facilitate crisis intervention protocols in coordination with the district's Student Support Services team across all United States Houston campuses.
- Maintain confidential student records in accordance with FERPA (Family Educational Rights and Privacy Act) and Texas state privacy regulations.
- Participate in at least two (2) district-wide professional development workshops per semester focused on culturally responsive counseling practices for the diverse Houston student population.
- Submit monthly progress reports to the Director of Student Services detailing caseload metrics, intervention outcomes, and program effectiveness data.
- Payment Terms: Net 30 days from the date of invoice receipt. All payments shall be processed via electronic funds transfer (EFT) to the vendor account designated on this Purchase Order. Late payments shall accrue interest at a rate of 1.5% per month as permitted under Texas Business & Commerce Code.
- Performance Period: The School Counselor services shall commence on August 18, 2025, and conclude on May 22, 2026, unless otherwise extended by mutual written agreement. The summer intensive program (Item 02) shall be conducted from June 2 to July 11, 2026.
- Compliance: The School Counselor must comply with all applicable federal, state, and local laws governing educational services in the United States Houston area, including but not limited to Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, and the Individuals with Disabilities Education Act (IDEA).
- Background Check: Prior to commencing services, the School Counselor must pass a comprehensive criminal background check, fingerprint clearance through the Texas Department of Public Safety, and a child abuse registry check as mandated by Texas Education Code §22.083.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. The District reserves the right to terminate immediately for cause, including but not limited to breach of student confidentiality, unprofessional conduct, or failure to maintain required licensure.
- Insurance: The vendor shall maintain professional liability insurance with a minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate, naming the Houston Independent School District as an additional insured party.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Texas and the federal laws of the United States. Any disputes shall be resolved through binding arbitration in Harris County, Houston, Texas.
- Non-Assignment: The vendor shall not assign or subcontract the School Counselor services without prior written consent from the District's Office of Procurement.
