The Social Worker engaged under this Purchase Order must meet the following mandatory criteria:
(a) Hold a valid undergraduate degree in Social Work (Bacharelado em Serviço Social) from an institution accredited by the Ministry of Education of Brazil (MEC);
(b) Possess a current and valid registration with the Conselho Federal de Serviço Social (CFESS) and the Conselho Regional de Serviço Social — 6º Região (DF), demonstrating good standing in Brazil Brasília;
(c) Have a minimum of three (3) years of professional experience in social assistance, family support, or community development within the Federal District or equivalent urban environments in Brazil;
(d) Demonstrate fluency in Portuguese and working proficiency in English, given the multicultural population served in Brazil Brasília;
(e) Provide a clean criminal background check (antecedentes criminais) and a negative certificate from the CFESS disciplinary registry.
4.1 This Purchase Order constitutes a binding procurement instrument between the Purchasing Entity and the Supplier for the provision of Social Worker services exclusively within the administrative boundaries of Brazil Brasília, Federal District. No services shall be rendered outside this jurisdiction without prior written authorization.
4.2 The Social Worker shall adhere to the ethical code established by the CFESS and the professional guidelines of the Brazilian Social Work profession. All interventions must respect the dignity, autonomy, and fundamental rights of service recipients as enshrined in the 1988 Brazilian Federal Constitution.
4.3 The Supplier shall maintain full civil liability insurance covering the Social Worker during the execution of services in Brazil Brasília, with a minimum coverage of R$ 500,000.00 per occurrence.
4.4 Payment shall be processed in monthly installments of R$ 9,166.67, due on the 10th business day following the end of each service month. Late payments shall accrue interest at the rate of 1% per month plus SELIC index, in accordance with Brazilian federal procurement regulations (Lei 14,133/2021).
4.5 The Purchasing Entity reserves the right to audit the Social Worker's case files, attendance records, and service delivery reports at any time during the contract period. All records generated in Brazil Brasília shall be maintained for a minimum of five (5) years in compliance with the Federal District's public records retention policy.
4.6 Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In cases of material breach, termination may be immediate. Upon termination, the Supplier shall deliver all pending reports and case documentation to the Secretaria de Desenvolvimento Social within fifteen (15) business days.
4.7 Disputes arising from this Purchase Order shall be resolved by the competent courts of Brazil Brasília, Federal District, in accordance with Brazilian federal law. The parties agree to attempt mediation before initiating judicial proceedings.
4.8 This Purchase Order is governed by the Brazilian Federal Public Procurement Law (Lei 14,133/2021) and all applicable regulations of the Federal District of Brazil Brasília.
By signing below, both parties acknowledge and accept all terms, conditions, and service specifications outlined in this Purchase Order for the engagement of a Social Worker in Brazil Brasília. This document, once signed, becomes the operative procurement instrument for the duration of the stated contract period.
