Description of Services – Social Worker Engagement

This Purchase Order is issued by the Delhi Social Welfare & Community Development Foundation (hereinafter referred to as "the Foundation") to Compassionate Care Social Services Pvt. Ltd. (hereinafter referred to as "the Vendor") for the professional engagement of qualified Social Worker personnel to deliver community-based social welfare programmes across the municipal wards of India New Delhi. The Foundation hereby authorises the Vendor to deploy a team of certified Social Workers to execute the scope of work described below in accordance with the terms and conditions stipulated in this Purchase Order.

Scope of Work and Deliverables

The Social Worker team engaged under this Purchase Order shall perform the following duties within the geographical boundaries of India New Delhi, including but not limited to the Municipal Corporation of Delhi (MCD) zones of South, North, West, and East Delhi:

(a) Conduct comprehensive household surveys and vulnerability assessments among economically disadvantaged families, elderly persons, persons with disabilities, and single-women households in the assigned wards.

(b) Prepare individualised case plans and coordinate with government departments (Department of Social Welfare, Government of NCT of Delhi; District Magistrate's Office; Ward Development Officer) to facilitate access to entitlements under the National Social Assistance Programme (NSAP), Indira Gandhi National Old Age Pension Yojana, and Schemes for Children in Difficult Circumstances.

(c) Facilitate community mobilisation meetings, self-help group (SHG) formation, and awareness campaigns on rights, health, education, and legal aid in collaboration with local Panchayati Raj institutions and Resident Welfare Associations (RWAs) across India New Delhi.

(d) Provide psychosocial support, referral services, and crisis intervention for beneficiaries experiencing domestic violence, substance abuse, or acute mental health distress, in coordination with the Foundation's clinical team.

(e) Maintain a digital case management database and submit monthly progress reports to the Foundation's Programme Director, with quarterly review meetings to be held at the Foundation's office in Connaught Place, New Delhi.

Terms and Conditions

1. Payment Terms: Payment shall be made within 30 days of receipt of a valid tax invoice from the Vendor. The total Purchase Order value of ₹75,93,300 (INR) shall be disbursed in six equal monthly instalments of ₹12,65,550 (INR) each, subject to satisfactory completion of deliverables and submission of monthly reports.

2. Compliance: All Social Workers deployed under this Purchase Order must hold valid qualifications recognised by the Association of Indian Schools of Social Work (AISW) and must possess a current registration with the Delhi State Council for Social Work. The Vendor shall ensure compliance with the Labour Laws of India, including the Payment of Wages Act, 1936, and the Minimum Wages Act, 1948, as applicable in the National Capital Territory of Delhi.

3. Confidentiality: All Social Worker personnel shall adhere to the ethical code of the Indian Association of Social Workers and maintain strict confidentiality of beneficiary data in accordance with the Information Technology Act, 2000, and the Digital Personal Data Protection Act, 2023.

4. Termination: Either party may terminate this Purchase Order with 30 days' written notice. In the event of termination, the Vendor shall be compensated for services rendered up to the date of termination, less any penalties for non-delivery of agreed milestones.

5. Dispute Resolution: Any dispute arising out of or in connection with this Purchase Order shall be resolved by arbitration in accordance with the Arbitration and Conciliation Act, 1996, with the seat of arbitration in New Delhi, India. The language of arbitration shall be English.

6. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of India, with specific reference to the regulations applicable in the National Capital Territory of Delhi, India New Delhi.

7. Insurance: The Vendor shall maintain professional indemnity insurance and workers' compensation coverage for all Social Worker personnel engaged under this Purchase Order for the entire duration of the contract.

Authorisation and Acceptance

This Purchase Order is issued under the authority of the Board of Directors of the Delhi Social Welfare & Community Development Foundation. The Vendor's acceptance of this Purchase Order shall constitute a binding agreement for the provision of Social Worker services in India New Delhi as described herein.
