This Purchase Order is issued by the Baghdad Humanitarian Relief and Community Development Authority to procure the professional services of qualified Social Worker personnel to be deployed across multiple community centers in Iraq Baghdad. The Social Worker professionals engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Social Work from an accredited Iraqi or internationally recognized university, possess at least three (3) years of documented field experience in humanitarian or community-based social work settings, and demonstrate fluency in both Arabic and English. Additional proficiency in Kurdish or other local dialects prevalent in Iraq Baghdad will be considered a significant advantage for the Social Worker candidates.

All Social Worker personnel identified in this Purchase Order must complete onboarding, security clearance, and orientation within thirty (30) calendar days from the date of Purchase Order acceptance. Full operational deployment across the designated community centers in Iraq Baghdad shall commence no later than 15 July 2025. The Social Worker team will operate on a standard five-day work week (Sunday through Thursday), with mandatory on-call availability for emergency family interventions as directed by the supervisory Social Worker.
Payment for the services rendered under this Purchase Order shall be made in United States Dollars (USD) via bank transfer to the account designated by Mesopotamia Professional Social Services Group. The payment schedule is structured as follows: twenty-five percent (25%) upon confirmed deployment of all Social Worker personnel in Iraq Baghdad; fifty percent (50%) upon completion of the six-month performance review; and the remaining twenty-five percent (25%) upon successful completion of the twelve-month contract period. All invoices must reference Purchase Order number PO-IRQ-BGD-2025-04782 and shall be submitted to the BHRCD Finance Department no later than the fifth business day of each month.
- This Purchase Order is governed by the laws of the Republic of Iraq and the applicable commercial regulations of Baghdad, Iraq. Any disputes arising from the interpretation or execution of this Purchase Order shall be resolved through arbitration in Iraq Baghdad in accordance with the Iraqi Arbitration Law.
- The Social Worker personnel engaged under this Purchase Order must comply with all professional ethical standards set forth by the Iraqi Social Work Association and the International Federation of Social Workers (IFSW) Code of Ethics.
- Mesopotamia Professional Social Services Group shall maintain comprehensive professional liability insurance covering all Social Worker personnel operating in Iraq Baghdad, with a minimum coverage of USD 500,000 per incident.
- The Buyer reserves the right to conduct quarterly performance evaluations of each Social Worker. Failure to meet the established performance benchmarks for two consecutive quarters shall constitute grounds for termination of the individual Social Worker's assignment without penalty to the Buyer.
- All client data, case files, and psychosocial assessment records generated by the Social Worker team in Iraq Baghdad shall remain the exclusive property of the BHRCD and must be handled in strict accordance with Iraqi data protection regulations and international humanitarian data standards.
- The Supplier shall not subcontract any Social Worker positions under this Purchase Order without prior written consent from the Buyer's Director of Social Services.
- Force majeure events, including but not limited to security incidents, civil unrest, or government-mandated closures in Iraq Baghdad, shall suspend contractual obligations for the duration of the event, with a maximum suspension period of sixty (60) days before either party may invoke termination rights.
- This Purchase Order becomes effective upon signature by both authorized representatives and remains valid for the twelve-month contract period unless terminated earlier in accordance with the provisions herein.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Social Worker professional services in Iraq Baghdad. This document constitutes a binding agreement between the Baghdad Humanitarian Relief and Community Development Authority and Mesopotamia Professional Social Services Group.
