This Purchase Order is issued by the Casablanca Social Development Foundation to formally procure the professional services of a qualified Social Worker to be deployed within the greater Casablanca metropolitan area, Morocco. The Social Worker shall provide comprehensive community-based social support, case management, family intervention, and psychosocial counseling services to vulnerable populations residing in the target districts of Casablanca, including but not limited to the neighborhoods of Derb Sultan, Aïn Sebaâ, and Moulay Rachid.

The Social Worker engaged under this Purchase Order shall perform the following duties within the jurisdiction of Casablanca, Morocco:
- Conduct home visits, community assessments, and intake interviews for families and individuals referred by the Casablanca Social Development Foundation and partner municipal social services offices (Direction Provinciale de l'Action Sociale).
- Develop and implement individualized case plans for clients experiencing poverty, domestic violence, child neglect, elder abuse, or mental health crises within the Casablanca urban and peri-urban areas.
- Coordinate with local Moroccan government agencies, including the Wilaya de Casablanca, the local tribunal, and the national social security office (CNSS), to ensure compliance with Moroccan social welfare legislation (Law 65-00 on the protection of children and Law 103-12 on the fight against domestic violence).
- Deliver group counseling sessions, parenting workshops, and community awareness programs in both Arabic and French to ensure accessibility for all residents of Casablanca.
- Maintain confidential client records in accordance with Moroccan data protection regulations (Law 09-08) and submit monthly progress reports to the Foundation's program director in Casablanca.
- Collaborate with other social workers, psychologists, and community health workers operating in the Casablanca region to ensure a multidisciplinary approach to client care.
- 1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Kingdom of Morocco, including the Moroccan Commercial Code and applicable labor regulations. Any disputes arising from this Purchase Order shall be subject to the exclusive jurisdiction of the commercial courts of Casablanca, Morocco.
- 2. Payment: Invoices shall be submitted monthly by the 5th business day. Payment shall be made via bank transfer to the vendor's account at Bank of Africa (BMCE Bank), Casablanca branch, within thirty (30) calendar days of receipt of a valid invoice. Late payments shall accrue interest at the rate of 1.5% per month as stipulated by Moroccan commercial law.
- 3. Commencement and Duration: Services under this Purchase Order shall commence on 01 July 2025 and shall continue for a period of twelve (12) months, unless terminated earlier in accordance with Clause 5. The Social Worker must be fully onboarded and operational in Casablanca no later than 07 July 2025.
- 4. Qualifications: The Social Worker must hold a minimum of a Bachelor's degree in Social Work (Diplôme d'État) from a recognized Moroccan university (e.g., Université Hassan II, Casablanca) or an equivalent internationally accredited institution, along with a valid professional registration with the Moroccan Order of Social Workers. A minimum of five (5) years of documented field experience in a Moroccan or North African social services context is required.
- 5. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of material breach, non-performance, or failure to meet the performance indicators outlined in the Service Level Agreement, the Foundation may terminate this Purchase Order immediately upon written notice. Upon termination, all client records and confidential data must be returned to the Foundation within five (5) business days.
- 6. Confidentiality and Data Protection: The vendor and the Social Worker shall maintain strict confidentiality of all client information in compliance with Moroccan Law 09-08 on the protection of personal data. No client data shall be transferred outside the territory of Morocco without prior written consent from the Foundation and the affected individual.
- 7. Insurance and Liability: The vendor shall maintain professional liability insurance and workers' compensation coverage (CNSS) for the Social Worker throughout the duration of this Purchase Order. The vendor shall indemnify and hold harmless the Foundation against any claims arising from the Social Worker's negligence or misconduct while performing duties in Casablanca.
- 8. Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, civil unrest, government-mandated closures, or public health emergencies affecting the Casablanca region, provided that the affected party notifies the other in writing within forty-eight (48) hours.
