This Purchase Order is issued by the Yangon Community Development Foundation (hereinafter referred to as "the Purchaser") to Golden Lotus Human Resources & Social Services Co., Ltd. (hereinafter referred to as "the Vendor") for the provision of a qualified Social Worker to be deployed and stationed in Myanmar Yangon for the purpose of delivering community-based psychosocial support, case management, and welfare intervention services to vulnerable populations within the Yangon Region. This Purchase Order constitutes a binding agreement between both parties upon acceptance and signature, and all terms herein shall be governed by the laws of the Republic of the Union of Myanmar.

1. SCOPE OF SERVICES – SOCIAL WORKER DEPLOYMENT IN MYANMAR YANGON

The Vendor shall recruit, vet, and deploy a fully licensed and certified Social Worker to the Purchaser's operational offices located in Kyauktada Township, Myanmar Yangon. The Social Worker shall be responsible for the following duties and responsibilities during the contract period:

  • Conducting individual and group psychosocial assessments for at-risk children, elderly persons, and displaced families residing in the Yangon Region.
  • Developing and implementing personalized case management plans in coordination with local township social welfare offices in Myanmar Yangon.
  • Facilitating community outreach programs, awareness workshops, and family support sessions in collaboration with local government authorities and non-governmental organizations operating in Yangon.
  • Maintaining confidential client records in compliance with the Myanmar Social Welfare, Relief and Resettlement Department regulations and data protection standards.
  • Preparing monthly progress reports and quarterly impact assessments for submission to the Purchaser's Board of Directors.
  • Coordinating with hospitals, shelters, and legal aid centers across Myanmar Yangon to ensure seamless referral pathways for clients requiring specialized medical or legal intervention.

3. PAYMENT TERMS AND CONDITIONS

All payments under this Purchase Order shall be made in Myanmar Kyat (MMK) via bank transfer to the Vendor's designated account at CB Bank, Yangon Branch, within thirty (30) calendar days of receipt of a valid invoice and satisfactory delivery confirmation. The Purchaser reserves the right to withhold payment of up to ten percent (10%) of each monthly installment until the Social Worker's performance has been formally reviewed and approved by the Purchaser's Program Director. No additional charges, penalties, or surcharges shall be applied beyond those explicitly stated in this Purchase Order unless mutually agreed upon in writing by both parties.

4. DELIVERY AND COMMENCEMENT

The Vendor shall ensure that the appointed Social Worker is fully onboarded, has completed all necessary orientation with the Purchaser's team, and is ready to commence field operations in Myanmar Yangon no later than 01 July 2025. The contract period shall run from 01 July 2025 through 30 June 2026, subject to renewal by mutual written consent. The Social Worker shall report to the Purchaser's Program Office at 25, 37th Street, Bogyoke Aung San Road, Kyauktada Township, Yangon, on a five-day work week (Monday through Friday, 09:00 to 17:00), with additional field hours as required by case demands.

5. QUALIFICATION AND COMPLIANCE REQUIREMENTS

The Social Worker engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Social Work from a recognized university in Myanmar or an internationally accredited institution, a valid Social Worker registration certificate issued by the Myanmar Social Welfare, Relief and Resettlement Department, and a minimum of five (5) years of documented post-qualification experience in community-based social work. The Vendor shall provide all relevant certificates, references, and background check clearances prior to the commencement date. The Social Worker shall comply with all applicable labor laws, professional ethical codes, and regulatory requirements governing social work practice in Myanmar Yangon and the broader Yangon Region.

6. TERMINATION AND CANCELLATION

Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of material breach, gross misconduct by the Social Worker, or failure to meet performance benchmarks as defined in the attached Service Level Agreement, the Purchaser may terminate this Purchase Order immediately upon written notice without further liability beyond amounts already invoiced for services rendered. Upon termination, the Vendor shall ensure an orderly transition plan for all active client cases in Myanmar Yangon to prevent disruption of ongoing social welfare services.

7. GOVERNING LAW AND DISPUTE RESOLUTION

This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of the Union of Myanmar. Any disputes arising from or in connection with this Purchase Order shall first be attempted to be resolved through good-faith negotiation between the parties. Should negotiation fail, the dispute shall be referred to the competent courts of Myanmar Yangon for final and binding resolution.

NOTE: This Purchase Order (YCDF-PO-2025-00347) is valid for acceptance within fourteen (14) calendar days from the date of issue. The Vendor's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, and specifications outlined herein. All communications regarding this Purchase Order, including amendments, change orders, and performance reviews, shall be directed to the Procurement Department of the Yangon Community Development Foundation in Myanmar Yangon. This document is issued in two (2) original copies, one for each party.
