This Purchase Order is issued by the Wellington Community Services Trust to formally engage the services of a qualified Social Worker to deliver community-based social work programmes within the Wellington region of New Zealand. The Social Worker shall provide professional casework, family support, youth intervention, and community development services in accordance with the Social Workers Registration Act 1998 (New Zealand) and the guidelines set forth by the Social Workers Registration Board.

The Social Worker engaged under this Purchase Order shall operate primarily from the Trust's offices on Lambton Quay, Wellington, and shall conduct fieldwork across the greater Wellington metropolitan area, including the suburbs of Te Aro, Karori, Porirua, Lower Hutt, and the eastern suburbs. All services must be delivered in a manner that respects and upholds the principles of Te Tiriti o Waitangi and the rights of tangata whenua as enshrined in New Zealand law.

  1. Professional Registration: The Social Worker must maintain an active registration with the Social Workers Registration Board of New Zealand throughout the duration of this Purchase Order. Evidence of current registration shall be provided prior to the commencement of services and upon each annual renewal.
  2. Compliance with New Zealand Law: All services rendered under this Purchase Order shall comply with the Social Workers Registration Act 1998, the Health and Disability Commissioner Act 1994, the Privacy Act 2020, and all applicable employment and health and safety legislation in force in New Zealand.
  3. Wellington-Specific Requirements: The Social Worker shall be familiar with the specific social services infrastructure of Wellington, including the Wellington District Health Board (now Te Whatu Ora – Health New Zealand, Wellington), the Wellington City Council community services division, and local iwi authorities. The Social Worker shall attend all mandatory cultural competency training specific to the Wellington region.
  4. Confidentiality and Data Protection: The Social Worker shall handle all client information in strict accordance with the Privacy Act 2020 (New Zealand) and the Trust's internal data governance policies. All records shall be stored on servers located within New Zealand.
  5. Payment Schedule: Invoices shall be submitted monthly by the 5th business day. Payment shall be made within 30 days of receipt of a valid invoice via bank transfer to the Social Worker's nominated New Zealand bank account. All amounts are stated in New Zealand Dollars (NZD) and are inclusive of GST where applicable.
  6. Termination: Either party may terminate this Purchase Order with 30 days' written notice. The Trust reserves the right to terminate immediately if the Social Worker's registration is suspended or revoked by the Social Workers Registration Board, or if the Social Worker breaches any professional code of conduct.
  7. Insurance: The Social Worker shall maintain professional indemnity insurance with a minimum cover of NZD $2,000,000 and public liability insurance of NZD $10,000,000, both issued by an insurer registered in New Zealand.
  8. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved in accordance with the laws of New Zealand. The parties agree to first attempt mediation through the Wellington Community Mediation Centre before pursuing any legal action in the District Court of Wellington.
  9. Intellectual Property: All case notes, programme materials, and reports generated by the Social Worker in the course of this engagement shall be the property of the Wellington Community Services Trust.
  10. Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters (earthquakes, tsunamis, volcanic activity) as may affect the Wellington region of New Zealand.
Note: This Purchase Order is governed by the laws of New Zealand. The Social Worker engaged under this document is classified as an independent contractor for the purposes of this engagement unless otherwise agreed in writing. The Wellington Community Services Trust is a registered charity in New Zealand and all funds allocated under this Purchase Order are subject to the Trust's annual audit by an independent New Zealand-registered auditor.

This Purchase Order is authorised by the undersigned on behalf of the Wellington Community Services Trust and is accepted by the Social Worker as a binding agreement for the delivery of professional social work services in Wellington, New Zealand.
