3. Description of Goods / ServicesThis Purchase Order is issued by the Federal Ministry of Social Development, Gender and Special Group Empowerment, Nigeria Abuja, to formally engage the services of a qualified Social Worker for the delivery of community-based social welfare interventions across the Federal Capital Territory. The Social Worker shall be deployed to the ministry's field offices in Nigeria Abuja to conduct case management, family counselling, child protection assessments, and community rehabilitation programmes in alignment with the National Social Policy Framework of Nigeria.

4.1 This Purchase Order constitutes a binding agreement between the Federal Ministry of Social Development, Gender and Special Group Empowerment, Nigeria Abuja, and Compassionate Care Social Services Limited for the engagement of the specified Social Worker. All terms herein shall be governed by the laws of the Federal Republic of Nigeria.
4.2 The Social Worker engaged under this Purchase Order must hold a valid registration with the National Council for Social Work (NCSW) and possess a minimum of five (5) years of post-qualification experience in community-based social work within Nigeria Abuja or equivalent urban settings.
4.3 Payment shall be made in monthly instalments within fourteen (14) working days of the submission of a valid invoice and the corresponding monthly progress report by the Social Worker. All payments shall be processed through the Federal Government of Nigeria's electronic payment system (IPASS) to the vendor's designated account.
4.4 The Social Worker shall report directly to the Head of the Community Welfare Division, Nigeria Abuja, and shall adhere to the code of professional conduct established by the National Council for Social Work. Confidentiality of all client records is mandatory and non-negotiable under this Purchase Order.
4.5 The vendor shall provide a replacement Social Worker of equivalent qualification within seven (7) working days should the originally assigned Social Worker become unavailable for any reason. This Purchase Order shall remain in full force and effect notwithstanding any personnel change.
4.6 All services rendered under this Purchase Order shall be subject to audit by the Office of the Auditor-General of the Federation. The vendor and the Social Worker shall maintain complete records of all activities, expenditures, and case files for a minimum period of seven (7) years.
4.7 This Purchase Order may be terminated by either party with thirty (30) days' written notice. In the event of termination, the Social Worker shall complete all ongoing case files and submit a comprehensive handover report to the Nigeria Abuja programme office before the effective date of termination.
4.8 Any disputes arising from this Purchase Order shall be resolved through mediation in Nigeria Abuja before recourse to the Federal High Court of Nigeria.
NOTE: This Purchase Order is issued in accordance with the Public Procurement Act (PPA) 2007 and the Federal Ministry's internal procurement guidelines. The engagement of the Social Worker under this document is for a fixed-term contract of six (6) months commencing 1 July 2025 and concluding 31 December 2025, unless extended by mutual written agreement.
