This Purchase Order is issued by the Khartoum Community Development Authority to formally procure the professional services of a qualified Social Worker for deployment in the Sudan Khartoum metropolitan area. The Social Worker shall be engaged to provide comprehensive community-based social services, including but not limited to family counseling, child welfare assessments, refugee and internally displaced persons (IDP) support, and psychosocial rehabilitation programs. This Purchase Order governs all terms, conditions, deliverables, and payment arrangements related to the engagement of the Social Worker in Sudan Khartoum for the specified contract period.

The Social Worker shall be deployed to the Sudan Khartoum operational area effective from 1 July 2025 through 30 June 2026, constituting a twelve (12) month engagement period. The Social Worker shall report to the Khartoum Community Development Authority office in Al-Muraj District, Sudan Khartoum, on the first business day of each month for coordination meetings. The Social Worker is expected to maintain a minimum of 45 working hours per week, with flexibility for emergency deployment across the Sudan Khartoum metropolitan region, including Omdurman and Khartoum North.
All payments under this Purchase Order shall be made in Sudanese Pounds (SDG) via bank transfer to the account designated by Nile Valley Social Services Consultancy. Payment shall be structured as follows: an initial mobilization payment of 15% (324,900 SDG) upon signing of this Purchase Order and confirmation of the Social Worker's credentials; monthly progress payments of 7% (151,620 SDG) disbursed on the 5th of each month upon receipt of the Social Worker's monthly activity log; and a final settlement payment of the remaining balance upon successful completion of the contract term and submission of the final comprehensive report. All payments are subject to verification by the Procurement Director of the Khartoum Community Development Authority.
The Social Worker engaged under this Purchase Order must hold a minimum of a Master's degree in Social Work or a related discipline from a recognized Sudanese or internationally accredited university. The Social Worker must be a registered member in good standing with the Sudan Social Workers Association and possess a valid professional license issued by the relevant Sudan Khartoum regulatory authority. The Social Worker shall demonstrate a minimum of five (5) years of post-qualification experience in community-based social services, with at least two (2) years of experience working in conflict-affected or post-displacement settings within Sudan. The Social Worker must also complete a mandatory orientation program on Sudan Khartoum community protocols, cultural sensitivity, and the specific operational guidelines of the Khartoum Community Development Authority prior to commencing fieldwork.
This Purchase Order is governed by the laws of the Republic of Sudan and the applicable procurement regulations of the Sudan Khartoum municipal authority. The Social Worker shall maintain strict confidentiality regarding all client information, case files, and community data collected during the course of service in Sudan Khartoum. The Social Worker shall comply with all ethical standards as defined by the Sudan Social Workers Association code of conduct. The Buyer reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach, gross negligence, or failure to meet the performance benchmarks outlined in the quarterly reporting requirements. Any disputes arising from this Purchase Order shall be resolved through mediation in Sudan Khartoum before escalation to the competent courts of Khartoum State.
This Purchase Order becomes effective upon the signatures of both authorized representatives. The Social Worker's engagement in Sudan Khartoum shall commence only after all contractual documents, insurance certificates, and professional registrations have been verified and filed with the Khartoum Community Development Authority procurement office.
