This Purchase Order is issued by the Ministry of Education of the Republic of Afghanistan to procure the professional services of a qualified Special Education Teacher to be deployed and stationed in Afghanistan Kabul. The purpose of this procurement is to strengthen inclusive education capacity within the public school system of the capital region and to ensure that children with disabilities, learning difficulties, and developmental needs receive appropriate, evidence-based instruction in accordance with the national education framework.

The Special Education Teacher engaged under this Purchase Order shall be responsible for designing, delivering, and evaluating individualized education programs for students with a range of special needs, including but not limited to visual impairments, hearing impairments, intellectual disabilities, autism spectrum disorders, and specific learning disabilities. All instructional activities shall be conducted within the designated inclusive education centers located in the districts of Karza, Wazir Akbar Khan, and Deh-e-Shah, all within the metropolitan area of Afghanistan Kabul.

The Special Education Teacher shall perform the following duties as stipulated in this Purchase Order:

  • Conduct a comprehensive needs assessment of all enrolled students with special educational requirements within the first thirty (30) days of deployment to Afghanistan Kabul.
  • Develop and implement Individualized Education Plans (IEPs) for a minimum of forty (40) students per academic term.
  • Deliver direct instructional sessions of no fewer than twenty-five (25) hours per week in the designated classrooms and resource rooms.
  • Provide ongoing training and capacity-building workshops for general education teachers in Afghanistan Kabul on inclusive pedagogy, assistive technology, and differentiated instruction strategies.
  • Collaborate with school administrators, parents, and community health workers to ensure holistic support for each student.
  • Prepare monthly progress reports and submit them to the Ministry of Education's Directorate of Special Education in Afghanistan Kabul.
  • Participate in at least two (2) inter-agency coordination meetings per month with UNICEF, UNESCO, and local NGOs operating in the Afghanistan Kabul education sector.

The Special Education Teacher appointed under this Purchase Order must meet the following minimum qualifications:

  • A Master's degree in Special Education, Inclusive Education, or a closely related field from an accredited university.
  • A minimum of five (5) years of documented professional experience as a Special Education Teacher in a formal or non-formal education setting.
  • Demonstrated proficiency in at least one of the following: Pashto, Dari, or English, with working knowledge of the other two languages preferred for effective communication in Afghanistan Kabul.
  • Certification in at least one area of special education (e.g., visual impairment, hearing impairment, autism, intellectual disability).
  • Valid medical clearance and a clean background check as required for deployment to Afghanistan Kabul.
  • Willingness to comply with all local regulations, cultural norms, and security protocols applicable to the Afghanistan Kabul operational environment.

This Purchase Order covers a contract period of twelve (12) months, commencing on 1 September 2025 and concluding on 31 August 2026, unless extended by mutual written agreement. The Special Education Teacher shall report for duty in Afghanistan Kabul no later than 25 August 2025. The supplier shall bear all costs associated with international travel, visa processing, and initial relocation to Afghanistan Kabul.

Payment shall be made in quarterly installments via wire transfer to the supplier's designated bank account.   • This Purchase Order is governed by the laws of the Islamic Republic of Afghanistan and, where applicable, the United Nations Convention on the Rights of Persons with Disabilities.
  • The supplier shall ensure that the Special Education Teacher adheres to all child protection policies and safeguarding standards in force in Afghanistan Kabul.
  • Either party may terminate this Purchase Order with sixty (60) days' written notice in the event of material breach, provided that all outstanding obligations are settled.
  • All intellectual property, curricula, and training materials developed under this Purchase Order shall remain the property of the Ministry of Education for use in the Afghanistan Kabul education system.
  • The supplier is responsible for all tax obligations arising from this Purchase Order in accordance with Afghan tax law.
  • Disputes arising from this Purchase Order shall be resolved through mediation in Afghanistan Kabul before resorting to arbitration under the UNCITRAL rules.

By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the procurement of a Special Education Teacher to serve in Afghanistan Kabul.
