This Purchase Order is issued for the procurement and engagement of a qualified Special Education Teacher to deliver targeted educational support services within the Australia Melbourne metropolitan school district. The Special Education Teacher shall be responsible for the design, implementation, and ongoing evaluation of individualised education programs for students with diverse learning needs, including but not limited to students with intellectual disabilities, autism spectrum disorder, sensory impairments, and specific learning difficulties.

The Special Education Teacher engaged under this Purchase Order must hold a valid Victorian Teaching Registration issued by the Victorian Institute of Teaching (VIT) and possess a postgraduate qualification in Special Education or a related field. The candidate must demonstrate a minimum of five (5) years of direct classroom experience working with students who have special educational needs in an Australia Melbourne or equivalent metropolitan educational setting. Additionally, the Special Education Teacher must hold a current Working with Children Check (WWCC) issued by the Victorian government and maintain professional indemnity insurance in accordance with Victorian education legislation.
- This Purchase Order is governed by the laws of the State of Victoria, Australia, and the Commonwealth of Australia. All disputes arising from this Purchase Order shall be resolved in accordance with the Victorian Civil and Administrative Tribunal (VCAT) procedures.
- The Supplier shall ensure that the Special Education Teacher complies with all obligations under the Education and Training Reform Act 2006 (Vic) and the Disability Discrimination Act 1992 (Cth).
- Payment shall be made via Electronic Funds Transfer (EFT) to the bank account nominated by the Supplier within thirty (30) calendar days of receipt of a valid tax invoice. All amounts are stated in Australian Dollars (AUD) and are inclusive of Goods and Services Tax (GST) at the current rate of 10%.
- The Special Education Teacher shall be required to work within the Australia Melbourne metropolitan area, specifically at the designated school site located in the City of Melbourne local government area, unless otherwise agreed in writing by both parties.
- The Buyer reserves the right to terminate this Purchase Order with thirty (30) days written notice if the Special Education Teacher fails to meet the performance standards outlined in the attached Service Level Agreement (SLA).
- All intellectual property developed by the Special Education Teacher in the course of delivering services under this Purchase Order, including curriculum materials, assessment tools, and IEP templates, shall remain the property of the Buyer.
- The Supplier shall maintain comprehensive public liability insurance of no less than $20,000,000 and professional indemnity insurance of no less than $10,000,000 for the duration of this Purchase Order.
- Any variations to the scope of services described in this Purchase Order must be approved in writing by the authorised procurement officer of the Department of Education and Training, Australia Melbourne, prior to implementation.
- The Special Education Teacher shall adhere to the Department's Code of Conduct, Child Protection Policy, and all relevant Australia Melbourne school safety and wellbeing frameworks.
The Special Education Teacher shall commence duties no later than 1 August 2025, coinciding with the start of the new Victorian school term. A minimum of two (2) weeks of on-site orientation and induction at the Australia Melbourne school site shall be provided prior to the commencement of direct student engagement. The Supplier is required to submit a detailed onboarding plan to the Buyer's designated school principal no later than 15 July 2025.
This Purchase Order constitutes a binding procurement document upon signature by both parties. By signing below, the parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of the Special Education Teacher within the Australia Melbourne education jurisdiction.
