Buyer (Issuing Authority): Secretaría de Educación de Colombia Medellín, acting through its Department of Human Resources and Professional Services Procurement, located at Calle 43 No. 52-130, El Poblado, Medellín, Antioquia, Colombia.

Supplier / Service Provider: The qualified Special Education Teacher or educational consultancy firm identified in Section 3 of this Purchase Order, registered under the Colombian tax identification system (NIT) and in good standing with the Cámara de Comercio de Medellín.

This Purchase Order is issued in accordance with Colombian public procurement regulations (Ley 80 de 1993 and Decreto 1082 de 2015) and establishes the binding terms under which the services of a Special Education Teacher shall be rendered within the educational jurisdiction of Colombia Medellín.

The Buyer hereby requests and authorizes the procurement of professional services from a certified Special Education Teacher to provide inclusive education support, individualized intervention planning, and pedagogical guidance within the public school network of Colombia Medellín. The scope of this Purchase Order encompasses the following deliverables:

• Design and implementation of Individualized Education Programs (IEPs) for students with diverse learning needs, including but not limited to intellectual disabilities, autism spectrum disorder, visual and auditory impairments, and specific learning difficulties.
• Direct instructional support in classrooms across the Medellín metropolitan area, with a minimum of 40 hours per week dedicated to in-person sessions.
• Collaboration with general education teachers, school psychologists, and family members to ensure a cohesive and inclusive learning environment consistent with the Colombian Law 1618 of 2013 on Disability Inclusion.
• Development of adaptive curricular materials and assistive technology integration plans tailored to the specific needs of students in Colombia Medellín.
• Monthly progress reports submitted to the Secretaría de Educación de Colombia Medellín, documenting student outcomes, intervention efficacy, and recommendations for continued support.
• Participation in at least two (2) professional development workshops per semester organized by the educational authority of Colombia Medellín.

The Special Education Teacher engaged under this Purchase Order must meet the following minimum qualifications:

• Valid professional license (Registro Calificado) issued by the Ministerio de Educación Nacional de Colombia, specifically in the area of Special Education or Inclusive Education.
• A minimum of five (5) years of documented experience providing special education services in Colombian public or private institutions.
• Postgraduate certification (Especialización or Maestría) in Special Education, Inclusive Pedagogy, or a closely related field from a recognized Colombian university.
• Demonstrated proficiency in Colombian sign language (LSC) and experience with assistive communication technologies.
• Current registration with the Colegio de Profesores de Antioquia and no disciplinary sanctions on record.

The Supplier shall provide a complete dossier including academic transcripts, professional references, criminal background clearance (Certificado de Antecedentes Penales), and proof of health insurance coverage valid in Colombia Medellín.

Payment shall be made in monthly installments via electronic bank transfer (Efectivización) to the account designated by the Supplier. Invoices must be submitted by the 5th business day of each month to the accounts payable office of the Secretaría de Educación de Colombia Medellín. Payment will be processed within fifteen (15) business days of invoice receipt, in compliance with Colombian public payment regulations.

This Purchase Order shall remain in effect for a period of twelve (12) months commencing on 1 August 2025 and expiring on 31 July 2026, unless terminated earlier in accordance with Colombian contract law. Either party may terminate this Purchase Order with thirty (30) days' written notice. The Buyer reserves the right to terminate immediately in the event of material breach, failure to meet performance standards, or loss of professional licensure by the Special Education Teacher. Upon satisfactory completion of the contract term, the Purchase Order may be renewed for an additional period subject to budgetary availability and re-evaluation by the educational authority of Colombia Medellín.

The Special Education Teacher shall comply with all applicable Colombian laws, including Ley 1618 de 2013 (Disability Inclusion), Ley 115 de 1994 (General Education Law), and Ley 1581 de 2012 (Data Protection). All student records, IEPs, and personal information collected in the course of services rendered under this Purchase Order shall be treated as strictly confidential and stored in accordance with the data protection protocols established by the Secretaría de Educación de Colombia Medellín. Unauthorized disclosure of student information shall constitute grounds for immediate termination and potential legal action under Colombian law.

This Purchase Order constitutes a formal and binding procurement instrument. By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth herein. This document shall be executed in two (2) original copies, one for each party, and shall be filed in the procurement records of Colombia Medellín.
