3. QUALIFICATION REQUIREMENTS FOR SPECIAL EDUCATION TEACHERS

All Special Education Teachers procured under this Purchase Order must meet the following minimum qualifications as mandated for the Tehran educational framework:

  • A minimum of a Bachelor's degree in Special Education, Inclusive Education, or a closely related field from an accredited university in Iran or an internationally recognized institution.
  • Valid professional teaching license issued by the Ministry of Education of the Islamic Republic of Iran, specifically endorsed for special education practice in Tehran.
  • A minimum of three (3) years of documented experience as a Special Education Teacher in a school setting within Iran, with preference given to candidates who have worked in Tehran-based institutions.
  • Completion of a certified training program in Applied Behavior Analysis (ABA), assistive technology, or individualized education planning (IEP) as recognized by the Tehran Provincial Education Board.
  • Fluency in Persian (Farsi) as the primary language of instruction, with working proficiency in English for curriculum resource utilization.
  • Clear criminal background check and medical fitness certificate as required for employment in Iranian educational institutions.
4. TERMS AND CONDITIONS
  • Place of Performance: All services under this Purchase Order shall be performed exclusively within the administrative boundaries of Tehran, Iran. The Special Education Teachers shall report to their assigned schools in the respective districts of Tehran as specified in Section 2.
  • Duration: The engagement period for each Special Education Teacher shall span one full academic year, commencing on 23 Farvardin 1404 (14 April 2025) and concluding on 29 Azar 1404 (20 December 2025), in accordance with the Iranian academic calendar.
  • Payment Terms: Payment shall be made in three (3) equal installments: 40% upon successful onboarding and first month of service delivery, 30% at the midpoint of the academic year (mid-Aban 1404), and the remaining 30% upon satisfactory completion of the academic year. All payments shall be processed in Iranian Rials (IRR) via bank transfer to the account designated by Pishroh Educational Services Co., Ltd.
  • Compliance with Iranian Law: This Purchase Order and all associated services shall be governed by and construed in accordance with the civil and commercial laws of the Islamic Republic of Iran. Any disputes arising from this Purchase Order shall be resolved through the competent courts in Tehran, Iran.
  • Substitution: The Seller shall not substitute any Special Education Teacher without prior written approval from the Buyer. Any proposed replacement must meet or exceed the qualifications outlined in Section 3 and must be approved by the Tehran Provincial Department of Special Education within ten (10) business days.
  • Performance Standards: Each Special Education Teacher shall develop and maintain Individualized Education Programs (IEPs) for all assigned students, submit monthly progress reports to the supervisory lead, and participate in quarterly review meetings coordinated by the Tehran Provincial Education Board.
  • Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Buyer shall compensate the Seller for services rendered up to the date of termination, less any applicable penalties as defined in the Iranian Civil Code.
  • Confidentiality: All student records, assessment data, and personal information handled by the Special Education Teachers in Tehran shall be treated as strictly confidential in accordance with Iranian data protection regulations and the ethical standards of the Ministry of Education.
5. DELIVERY AND COMMENCEMENT

The Seller, Pishroh Educational Services Co., Ltd., shall ensure that all Special Education Teachers identified under this Purchase Order are fully onboarded, have completed orientation at their respective Tehran school locations, and have begun active instructional duties no later than 14 April 2025. The Seller shall provide the Buyer with a complete roster of all assigned Special Education Teachers, including their credentials, contact information, and assigned school locations in Tehran, no fewer than fifteen (15) calendar days prior to the commencement date.

This Purchase Order (PO-IR-THR-2025-04782) constitutes a binding procurement document for the engagement of Special Education Teacher services in Tehran, Iran.
