2. QUALIFICATIONS AND REQUIREMENTS FOR THE SPECIAL EDUCATION TEACHER

All Special Education Teacher candidates procured under this Purchase Order must meet the following minimum qualifications as mandated by the Moroccan Ministry of National Education and aligned with the specific needs of the Casablanca service region:

  1. A minimum of a Bachelor's degree (Licence) in Special Education, Inclusive Education, or a closely related field from a recognized Moroccan or internationally accredited university. A Master's degree (Master) in Special Education or Special Needs Education is strongly preferred for the secondary-level Special Education Teacher position.
  2. Valid professional teaching certification issued by the Moroccan Ministry of National Education, or equivalent international certification recognized under the Casablanca regional education authority guidelines.
  3. A minimum of three (3) years of documented professional experience as a Special Education Teacher working with children and adolescents with diverse learning needs, including but not limited to autism spectrum disorder, intellectual disabilities, learning disabilities, and emotional/behavioral disorders.
  4. Demonstrated proficiency in Arabic (Moroccan Darija) and French, with working knowledge of English. All Special Education Teacher instructional materials and parent communications in Casablanca must be delivered in both Arabic and French.
  5. Completion of a certified training program in Applied Behavior Analysis (ABA), Positive Behavior Interventions and Supports (PBIS), or an equivalent evidence-based intervention methodology.
  6. Ability to develop, implement, and monitor Individualized Education Programs (IEPs) in compliance with Moroccan national education regulations and the specific requirements of the Casablanca Regional Directorate.
  7. Valid medical clearance certificate and a clean criminal background check (casier judiciaire) as required for all Special Education Teacher positions working with minors in Morocco.
  8. Willingness to undergo a probationary period of three (3) months during which the Special Education Teacher's performance, classroom management, and student outcomes will be formally evaluated by the Casablanca supervisory team.
3. TERMS AND CONDITIONS
  1. Scope of Work: The Special Education Teacher(s) procured under this Purchase Order shall provide all instructional, therapeutic, and assessment services at the designated Special Education Center located in Casablanca, Morocco, during the standard academic year (September through June), with a total of 1,800 instructional hours per full-time position per year.
  2. Compliance with Moroccan Law: All services rendered under this Purchase Order shall comply with the laws and regulations of the Kingdom of Morocco, including the Moroccan Labor Code (Code du Travail), the national education framework, and all applicable regulations governing the employment of Special Education Teachers in the Casablanca metropolitan area.
  3. Payment Schedule: Payment for the Special Education Teacher services shall be made in monthly installments. The supplier shall submit itemized invoices to the Casablanca Regional Directorate no later than the 5th business day of each month. Payment shall be processed within thirty (30) calendar days of invoice receipt via bank transfer to the supplier's designated account in Morocco.
  4. Performance Standards: The Special Education Teacher shall maintain a minimum student progress rate of 75% as measured by standardized assessments administered at the beginning, midpoint, and end of each academic term. Failure to meet this standard for two consecutive terms shall constitute grounds for contract termination under this Purchase Order.
  5. Confidentiality: The Special Education Teacher shall maintain strict confidentiality regarding all student records, assessment data, and individualized education plans in accordance with Moroccan data protection regulations (Loi 09-08) and the ethical standards of the Casablanca education authority.
  6. Termination: Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of termination, the supplier shall ensure a minimum of four (4) weeks of transition support to guarantee continuity of care for all students currently served by the Special Education Teacher in Casablanca.
  7. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation under the auspices of the Casablanca Commercial Court. If mediation fails, the matter shall be submitted to arbitration in accordance with the Moroccan Arbitration Law.
  8. Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-mandated closures, or public health emergencies affecting the Casablanca region.
