3. Description of ProcurementThis Purchase Order is issued by the Lagos State Ministry of Education – Special Needs Division for the procurement and engagement of a qualified Special Education Teacher to provide instructional and therapeutic support services within the Nigeria Lagos metropolitan area. The Special Education Teacher shall be responsible for designing, implementing, and evaluating individualized education programmes for students with diverse learning needs, including but not limited to autism spectrum disorder, intellectual disabilities, hearing impairments, visual impairments, and specific learning difficulties.
The engagement is intended to strengthen the inclusive education framework across selected public and private special needs schools in Nigeria Lagos, ensuring compliance with the Nigerian Education Act of 2023 and the United Nations Convention on the Rights of Persons with Disabilities, to which Nigeria is a signatory.

- This Purchase Order constitutes a binding agreement between the Lagos State Ministry of Education and Inclusive Learning Solutions Nigeria Ltd. for the provision of a Special Education Teacher and associated services in Nigeria Lagos.
- The Special Education Teacher must hold a valid National Teachers Institute (NTI) certification, a minimum of a Bachelor's degree in Special Education or a related field from a recognized Nigerian university, and a current practicing license issued by the Lagos State Teachers Registration Board.
- All services shall be rendered within the Nigeria Lagos metropolitan area, specifically at the designated special needs schools identified in Annexure A of this Purchase Order.
- The supplier shall ensure that the Special Education Teacher undergoes a mandatory criminal background check and a medical fitness examination prior to commencing duties in Nigeria Lagos.
- Payment shall be made in monthly installments of NGN 725,833.33, due on the 5th business day of each month, via bank transfer to the account specified by the supplier.
- The supplier shall submit a comprehensive monthly progress report detailing the Special Education Teacher's activities, student outcomes, and any challenges encountered in the Nigeria Lagos operational environment.
- Either party may terminate this Purchase Order with 30 days' written notice. In the event of termination, the supplier shall be compensated for services rendered up to the date of termination.
- All disputes arising from this Purchase Order shall be resolved through arbitration in accordance with the Arbitration and Conciliation Act (Cap A18, Laws of the Federation of Nigeria 2004), with the seat of arbitration in Nigeria Lagos.
- This Purchase Order is governed by the laws of the Federal Republic of Nigeria, and the courts of Nigeria Lagos shall have exclusive jurisdiction over any matters not resolved through arbitration.
- The supplier shall maintain professional indemnity insurance with a minimum cover of NGN 10,000,000 for the duration of the Special Education Teacher's engagement.
The Special Education Teacher shall commence duties no later than 1 August 2025 at the designated school location in Nigeria Lagos. All assistive technology and adaptive materials listed under Item 02 shall be delivered and installed at the school premises within 14 days of the commencement date. The supplier shall coordinate with the Lagos State Ministry of Education – Special Needs Division to ensure a smooth onboarding process for the Special Education Teacher.
7. Acceptance and AuthorizationThis Purchase Order is issued in accordance with the Lagos State Public Procurement Law and the Federal Government of Nigeria Public Procurement Regulations. The undersigned hereby authorize the procurement of the Special Education Teacher services as described herein.
