The Special Education Teacher engaged under this Purchase Order must possess the following minimum qualifications and credentials:
- Master's degree (M.Ed.) in Special Education or Inclusive Education from a HEC-recognized university in Pakistan.
- Valid Professional Teaching License (PTL) issued by the Pakistan Council of Private Education Institutions (PCPEI) or equivalent regulatory body.
- Minimum five (5) years of documented experience as a Special Education Teacher in a recognized educational institution within Pakistan, preferably in Islamabad or the Islamabad Capital Territory.
- Certification in Applied Behavior Analysis (ABA), Assistive Technology, or a related specialized field.
- Fluency in Urdu and English; working knowledge of Pashto or Sindhi is considered an advantage for serving diverse student populations in Islamabad.
- Clean police verification and National Database and Registration Authority (NADRA) verification.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan, including the Government Procurement Regulations 2020 and the National Policy for Special Education 2021.
- Place of Performance: All services under this Purchase Order shall be rendered at the designated Government Special Education School located in Islamabad Capital Territory, Pakistan, or at such other locations within Islamabad as directed by the Federal Directorate of Special Education.
- Payment Terms: Payment shall be made on a monthly basis within fifteen (15) working days of receipt of the monthly service report and invoice. Payments shall be processed via bank transfer to the account designated by the Special Education Teacher. All payments are subject to applicable withholding tax as per the Income Tax Ordinance 2001 of Pakistan.
- Working Hours: The Special Education Teacher shall work a standard schedule of 40 hours per week (Monday to Friday, 8:00 AM to 4:30 PM) at the Islamabad school premises, with additional hours as required for IEP meetings, parent conferences, and professional development activities.
- Confidentiality: The Special Education Teacher shall maintain strict confidentiality regarding all student records, medical information, and institutional data in compliance with the Pakistan Data Protection framework and institutional policies.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. The Federal Directorate of Special Education, Islamabad, reserves the right to terminate immediately in cases of gross misconduct, professional negligence, or violation of child protection policies.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the competent court of law in Islamabad, Pakistan.
- Code of Conduct: The Special Education Teacher shall adhere to the code of conduct prescribed by the Federal Directorate of Special Education and the broader Government of Pakistan's employee conduct regulations, including zero-tolerance policies against child abuse and exploitation.
- Insurance and Liability: The service provider shall maintain personal professional liability insurance. The Federal Directorate of Special Education, Islamabad, shall not be liable for any personal injuries or property damage occurring outside the scope of official duties.
- Force Majeure: Neither party shall be held liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, government-mandated closures, or public health emergencies as declared by the Government of Pakistan.
This Purchase Order constitutes a formal and binding agreement between the Federal Directorate of Special Education, Islamabad, and the named Special Education Teacher. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations outlined in this document. This Purchase Order is valid for the duration specified herein and may be renewed upon mutual written consent and subject to budgetary approval by the Government of Pakistan.
