This Purchase Order is issued to formally engage the services of a qualified Special Education Teacher to provide inclusive educational support within the public school network of Spain Madrid. The Special Education Teacher shall be responsible for designing, implementing, and evaluating individualized educational programs for students with diverse learning needs, including but not limited to students with intellectual disabilities, autism spectrum disorders, specific learning difficulties, sensory impairments, and emotional or behavioral challenges.
The Special Education Teacher shall operate in compliance with the Ley Orgánica 3/2020 de Modificación de la Ley Orgánica 2/2006 de Educación (LOMLOE) and the Decreto 23/2021 de la Comunidad de Madrid governing inclusive education in the region. All services rendered under this Purchase Order shall be delivered within the administrative boundaries of the Community of Madrid, Spain, with primary service delivery at the Centro de Educación Especial "Nuestra Señora de la Almudena" located in the district of Chamberí, Madrid.

- Payment shall be made in four (4) quarterly installments of 13,200.00 EUR each, due on the last business day of October 2025, January 2026, April 2026, and June 2026 respectively.
- All payments shall be processed via direct bank transfer to the account designated by the Special Education Teacher. The account must be registered with a Spanish financial institution operating within Spain Madrid or the broader national banking system.
- Applicable Spanish Value Added Tax (IVA) at the rate of 21% shall be added to the total amount, bringing the gross total to 63,888.00 EUR. The tax shall be remitted in accordance with the regulations of the Agencia Estatal de Administración Tributaria (AEAT).
- Payment is contingent upon the satisfactory completion of quarterly performance reviews conducted by the Dirección General de Inclusión Educativa, Comunidad de Madrid.
- Late payments shall accrue interest at the rate established by the Ley 3/2004 de lucha contra la morosidad en las operaciones comerciales.
- The Special Education Teacher must hold a valid Máster en Educación Especial or equivalent qualification recognized by the Ministerio de Educación y Formación Profesional of Spain, and must maintain an active professional registration with the Colegio Oficial de Psicólogos or the relevant teaching professional body in Madrid.
- All services shall be performed in the Spanish language, with the option to provide supplementary materials in English or other languages as required by the student population in Spain Madrid.
- The Special Education Teacher shall comply with all data protection requirements under the Reglamento General de Protección de Datos (RGPD) and the Ley Orgánica 3/2018 de Protección de Datos Personales when handling student records and personal information.
- This Purchase Order does not create an employment relationship. The Special Education Teacher is engaged as an independent professional service provider. Social security contributions and tax obligations remain the sole responsibility of the service provider.
- The Special Education Teacher shall maintain professional liability insurance with a minimum coverage of 300,000 EUR, valid throughout the duration of this Purchase Order and within the jurisdiction of Spain Madrid.
- Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, payment shall be made pro-rata for services rendered up to the date of termination.
- All disputes arising from this Purchase Order shall be resolved through the competent courts of Madrid, Spain, in accordance with Spanish civil and administrative law.
- The Special Education Teacher shall submit a comprehensive end-of-year report detailing student progress, program effectiveness, and recommendations for the following academic year to the issuing authority in Spain Madrid.
This Purchase Order is issued under the authority of the Dirección General de Inclusión Educativa, Comunidad de Madrid, and constitutes a binding procurement instrument for the engagement of the Special Education Teacher for the 2025–2026 academic year. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this document.
