This Purchase Order is issued by the Bangkok Metropolitan Education Authority for the recruitment, deployment, and ongoing professional engagement of qualified Special Education Teacher personnel to serve within the Thailand Bangkok school district. All Special Education Teacher candidates engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Special Education or a related field from an institution accredited by the Thai Ministry of Higher Education, Science, Research and Innovation. Candidates must possess a valid Thai Teaching License (Level 2 or above) with a Special Education endorsement. A minimum of three (3) years of documented experience as a Special Education Teacher in an inclusive or specialized school setting within Thailand Bangkok or an equivalent international environment is required. Fluency in the Thai language is mandatory, and working proficiency in English is strongly preferred for curriculum alignment with international best practices.
The Seller shall be responsible for the recruitment, background verification, onboarding, payroll administration, and ongoing supervision of all Special Education Teacher personnel assigned under this Purchase Order. The Seller guarantees that all personnel will comply with the Thai Labour Protection Act B.E. 2541 (1998) and all applicable regulations governing the employment of educators in Thailand Bangkok public and semi-public institutions.
All Special Education Teacher positions referenced in this Purchase Order shall be filled and personnel shall commence duties no later than 1 August 2025, coinciding with the start of the Thai academic year. The Seller shall submit a detailed deployment plan, including candidate profiles, credential verification documents, and a 90-day onboarding schedule, to the Buyer no later than 15 July 2025. The Buyer reserves the right to conduct interviews and reference checks for each Special Education Teacher candidate prior to final placement in any Thailand Bangkok school.
- Payment shall be made in Thai Baht (THB) via bank transfer to the Seller's designated account in Thailand Bangkok.
- 30% advance payment upon execution of this Purchase Order and submission of the deployment plan.
- 60% upon successful onboarding and commencement of duties by all Special Education Teacher personnel (verified by the Buyer's HR division).
- 10% final payment upon completion of the 12-month contract term, subject to satisfactory performance evaluation.
- All invoices must reference Purchase Order number PO-THB-2025-04782 and include the Seller's VAT registration number.
- Payment terms: Net 30 days from receipt of a valid invoice. Late payments shall accrue interest at the rate of 1.5% per month as stipulated under Thai commercial law.
- This Purchase Order is governed by and shall be construed in accordance with the laws of the Kingdom of Thailand. Any disputes arising from this Purchase Order shall be resolved through arbitration in Thailand Bangkok under the rules of the Thai Arbitration Institute.
- The Seller warrants that all Special Education Teacher personnel shall maintain valid professional licenses, health clearances, and criminal background checks throughout the duration of this Purchase Order.
- The Buyer reserves the right to terminate this Purchase Order with 60 days' written notice if the Seller fails to maintain the required quality of Special Education Teacher services or if personnel are found to be in breach of the Code of Conduct for Educators in Thailand Bangkok.
- Confidentiality: All student records, individualized education plans (IEPs), and personnel data handled by the Special Education Teacher team shall be protected under the Thai Personal Data Protection Act B.E. 2562 (2019).
- This Purchase Order does not constitute an employment relationship between the Buyer and the Seller's personnel. The Seller remains the sole employer of all Special Education Teacher staff.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-mandated closures in Thailand Bangkok, or public health emergencies.
- Any amendments to this Purchase Order must be made in writing and signed by authorized representatives of both parties.
