This Purchase Order is issued by the National Data Analytics & Research Institute, India New Delhi, to procure the professional services of a qualified Statistician for the period of twelve (12) months. The Statistician shall be engaged to perform advanced statistical analysis, design of experiments, data modelling, and methodological consulting for the Institute's ongoing research programmes in public health, agricultural yield forecasting, and demographic trend analysis. The scope of work is specific to the operational requirements of the Institute as situated in India New Delhi and shall be executed in accordance with the standards prescribed by the Indian Statistical Institute (ISI) and the National Statistical Commission of India.

The Statistician engaged under this Purchase Order shall deliver the following services:

• Design and implementation of sampling frameworks for large-scale field surveys conducted across the National Capital Territory of Delhi and surrounding regions of India New Delhi.
• Development of multivariate regression models, Bayesian inference frameworks, and time-series forecasting algorithms for the Institute's research portfolio.
• Statistical quality assurance and validation of all datasets collected by the Institute's field teams operating in India New Delhi.
• Preparation of peer-reviewed statistical reports, technical memoranda, and methodological appendices for submission to the National Statistical Commission.
• Mentorship and training of junior research associates in applied statistics, probability theory, and computational data analysis.
• Participation in at least two (2) quarterly review meetings held at the Institute's headquarters in India New Delhi.

Payment for the services rendered by the Statistician under this Purchase Order shall be made on a monthly basis via electronic bank transfer (NEFT/RTGS) to the account designated by the Statistician. Invoices shall be submitted by the 5th of each month for the preceding month's services. Payment shall be processed within fifteen (15) working days of invoice receipt and verification by the Institute's Accounts Division in India New Delhi. No advance payment shall be made. All payments are subject to deduction of applicable TDS (Tax Deducted at Source) as per the Income Tax Act, 1961 of India.

• Confidentiality: The Statistician shall maintain strict confidentiality over all data, research findings, and proprietary methodologies accessed during the engagement. A separate Non-Disclosure Agreement (NDA) executed in India New Delhi shall govern this obligation.
• Intellectual Property: All statistical models, algorithms, reports, and analytical outputs produced under this Purchase Order shall remain the exclusive intellectual property of the National Data Analytics & Research Institute, India New Delhi.
• Compliance: The Statistician shall comply with all applicable Indian laws, including the Information Technology Act, 2000, the Data Protection regulations, and the guidelines issued by the National Statistical Commission.
• Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Statistician shall be compensated for all services rendered up to the effective date of termination.
• Dispute Resolution: Any dispute arising out of or in connection with this Purchase Order shall be resolved by arbitration in India New Delhi in accordance with the Arbitration and Conciliation Act, 1996. The seat of arbitration shall be New Delhi, India.
• Performance Standards: The Statistician shall deliver all reports and analyses within the timelines specified in the monthly work plan. Failure to meet deliverable deadlines without prior written approval from the Institute's Head of Research shall constitute a material breach of this Purchase Order.

All deliverables, including statistical reports, code repositories, and presentation materials, shall be submitted electronically to the Institute's central server located at its headquarters in India New Delhi. This Purchase Order is issued under the authority of the Director, National Data Analytics & Research Institute, India New Delhi, and is valid upon signature by both parties. The Statistician's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, and scope of work outlined herein.
