This Purchase Order is issued by the Federal Statistical Services Division, Nigeria Abuja, to procure the professional services of a qualified Statistician for a period of twelve (12) months. The Statistician shall be engaged to support the Division's ongoing national data collection, analysis, and reporting programmes as mandated under the National Bureau of Statistics Act. The scope of work for the Statistician encompasses the design of sampling frameworks, the execution of multivariate statistical analyses, the preparation of econometric models for policy advisory, and the supervision of field enumerators across all seven (7) zones of Nigeria Abuja and the Federal Capital Territory.

4.1 Commencement and Duration. The services of the Statistician shall commence on 1 July 2025 and shall continue for a period of twelve (12) months, concluding on 30 June 2026, unless this Purchase Order is renewed in writing by both parties.
4.2 Place of Performance. All services under this Purchase Order shall be rendered primarily at the Federal Statistical Services Division headquarters located in Nigeria Abuja, FCT. The Statistician is expected to be physically present at the Nigeria Abuja office no fewer than five (5) working days per week, with additional field deployments as specified in Line Item 03.
4.3 Payment Terms. Payment shall be made in quarterly instalments within thirty (30) days of the submission and acceptance of the corresponding quarterly deliverables. All payments shall be made via bank transfer to the vendor's designated account. The total value of this Purchase Order is Thirty-Five Million, Five Hundred and Eighteen Thousand Naira (NGN 35,518,000.00).
4.4 Performance Standards. The Statistician shall adhere to the methodological standards set by the Nigeria Abuja statistical regulatory framework, including compliance with the International Statistical Institute (ISI) guidelines and the National Bureau of Statistics data quality protocols. All analyses must be reproducible and documented in accordance with the Division's data governance policy.
4.5 Confidentiality and Data Protection. The Statistician shall treat all data, datasets, and preliminary findings as strictly confidential. Disclosure of any information obtained in the course of this Purchase Order to third parties without prior written consent from the issuing authority in Nigeria Abuja is prohibited and shall constitute grounds for immediate termination.
4.6 Termination. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for cause, the Statistician shall be compensated only for services rendered up to the date of termination.
4.7 Dispute Resolution. Any dispute arising from this Purchase Order shall be resolved through arbitration in Nigeria Abuja in accordance with the Arbitration and Conciliation Act, Cap A18, Laws of the Federation of Nigeria, 2004.
This Purchase Order constitutes a binding procurement instrument. By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this document. The Statistician's engagement is subject to the successful completion of a background verification and a competency assessment conducted by the Nigeria Abuja procurement review panel.
