This Purchase Order is issued by the Lagos State Economic Development Corporation to formally engage the services of a qualified Statistician for the purpose of conducting comprehensive statistical analysis, data modelling, and quantitative research support for the Lagos State Annual Economic Survey 2025. The Statistician shall be responsible for designing sampling frameworks, performing multivariate regression analyses, generating predictive models for urban economic indicators, and producing peer-reviewed statistical reports in accordance with the standards set by the National Bureau of Statistics (NBS), Nigeria. All deliverables must be completed within the Lagos metropolitan area and submitted to the designated office in Victoria Island, Lagos, Nigeria.

- This Purchase Order constitutes a binding agreement between the Lagos State Economic Development Corporation and the named Statistician for the provision of professional statistical services as described herein. All work shall be performed within the jurisdiction of Nigeria Lagos, and the Statistician shall comply with all applicable Nigerian data protection laws, including the Nigeria Data Protection Act (NDPA) 2023.
- The Statistician shall commence work no later than 01 July 2025 and shall deliver all final outputs, including the comprehensive statistical report and predictive models, by 30 July 2025. Any delay beyond this date shall attract a penalty of 0.5% of the total Purchase Order value per calendar day of delay, up to a maximum of 10%.
- Payment shall be made in two tranches: 40% upon successful completion of the sampling framework and data preparation phase (Line Items 1 and 2), and 60% upon final delivery and acceptance of all remaining deliverables. Payment shall be processed via bank transfer to the Statistician's designated account within 30 days of invoice submission.
- All statistical methodologies, models, code, and data files produced under this Purchase Order shall become the exclusive intellectual property of the Lagos State Economic Development Corporation upon full payment. The Statistician retains the right to reference the engagement in professional portfolios with prior written consent.
- The Statistician shall maintain professional indemnity insurance with a minimum coverage of NGN 50,000,000 throughout the duration of this Purchase Order and shall provide a certificate of insurance upon request.
- Any disputes arising from this Purchase Order shall be resolved through arbitration in Lagos, Nigeria, in accordance with the Arbitration and Conciliation Act (Cap A18, LFN 2004). The governing law shall be the laws of the Federal Republic of Nigeria.
- This Purchase Order is valid for acceptance within 14 calendar days from the date of issue. Failure to accept within this period shall render this Purchase Order null and void, and the issuing organization reserves the right to re-tender the Statistician services to alternative qualified professionals in Nigeria Lagos.
