This Purchase Order is issued by Ceylon Analytics & Data Solutions (Pvt) Ltd. to formally procure the professional services of a qualified Statistician to be engaged and deployed in Sri Lanka Colombo for a period of twelve (12) months. The Statistician shall provide advanced statistical analysis, data modelling, survey design, and quantitative research support to the purchasing party's ongoing projects in the financial services and public health sectors. This Purchase Order constitutes a binding agreement between both parties and governs all terms, conditions, deliverables, and payment obligations related to the engagement of the Statistician in Sri Lanka Colombo.

The Statistician engaged under this Purchase Order shall perform the following duties and responsibilities while operating out of the Sri Lanka Colombo office premises:

• Design and implement complex statistical models for risk assessment and predictive analytics across the client portfolio.
• Conduct rigorous hypothesis testing, regression analysis, and multivariate data interpretation for quarterly business reviews.
• Develop and oversee large-scale survey instruments, ensuring methodological soundness and statistical validity in all data collection exercises conducted within Sri Lanka Colombo and its surrounding districts.
• Provide expert statistical consultation to cross-functional teams, including but not limited to the finance, operations, and public health divisions.
• Prepare comprehensive statistical reports, technical memoranda, and peer-review-ready documentation for submission to regulatory bodies in Sri Lanka.
• Mentor junior data analysts and ensure adherence to international statistical standards (ISO 8000, ASA guidelines) in all deliverables.
• Attend bi-weekly project review meetings held at the Sri Lanka Colombo headquarters and present findings to senior management.

Payment against this Purchase Order shall be made in three (3) equal instalments via bank transfer to the supplier's designated account. The first instalment of LKR 2,731,700.00 shall be due within fourteen (14) calendar days of the Statistician's commencement date in Sri Lanka Colombo. The second instalment shall be due upon completion of the sixth (6th) month of service delivery. The final instalment shall be payable within thirty (30) days of the Statistician's completion of all contractual obligations and submission of the final statistical report. Late payments shall attract interest at the rate of 1.5% per month as stipulated under Sri Lankan commercial law.

• This Purchase Order is governed by the laws of the Democratic Socialist Republic of Sri Lanka. Any disputes arising from this Purchase Order shall be resolved through arbitration in Sri Lanka Colombo in accordance with the Arbitration Act No. 11 of 1995.
• The Statistician shall maintain strict confidentiality of all proprietary data, client information, and trade secrets encountered during the engagement in Sri Lanka Colombo. A Non-Disclosure Agreement (NDA) is attached as Annexure A.
• The supplier warrants that the Statistician holds a minimum of a Master's degree in Statistics or a related quantitative discipline from a recognised university and possesses at least eight (8) years of professional experience in applied statistics.
• The Statistician shall be available for a minimum of forty (40) working hours per week at the Sri Lanka Colombo office, with flexibility for extended hours during critical project deadlines.
• Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, all completed deliverables shall be handed over, and payment shall be adjusted pro-rata.
• All statistical outputs, models, and intellectual property developed under this Purchase Order shall remain the exclusive property of Ceylon Analytics & Data Solutions (Pvt) Ltd.
• The supplier shall ensure that the Statistician complies with all applicable Sri Lankan labour regulations, data protection laws (Personal Data Protection Act No. 9 of 2022), and professional ethical codes.

The Statistician shall commence duties no later than 1 July 2025 at the Sri Lanka Colombo office located at 42, Galle Road, Colombo 03. The supplier shall ensure that all onboarding procedures, system access provisioning, and compliance verifications are completed within the first five (5) working days of commencement. Failure to meet the commencement date without prior written approval from the purchasing party shall result in a penalty of LKR 10,000 per day of delay.
