This Purchase Order is issued by the National Bureau of Statistics, Dar es Salaam Office, for the engagement of a qualified Statistician to provide specialized statistical consulting, data analysis, and methodological support services. The Statistician shall be deployed to the Tanzania Dar es Salaam headquarters for a period of twelve (12) months, commencing 1 August 2025 and concluding 31 July 2026. The Statistician is expected to hold a minimum of a Master's degree in Statistics, Biostatistics, or a closely related quantitative discipline, with a minimum of seven (7) years of post-qualification professional experience in applied statistics, survey design, and large-scale data processing.

5.1 This Purchase Order is governed by the laws of the United Republic of Tanzania and the Public Procurement Act, 2011, as amended. All disputes arising from this Purchase Order shall be resolved through arbitration in Tanzania Dar es Salaam in accordance with the Arbitration Act, Cap. 20 of the Laws of Tanzania.

5.2 The Statistician shall report directly to the Director of Data Processing and Analysis at the National Bureau of Statistics, Tanzania Dar es Salaam, and shall adhere to all institutional policies, codes of conduct, and data protection regulations applicable in Tanzania.

5.3 Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice and a monthly performance report signed by the supervising Director. The Statistician must submit a detailed statistical work log by the 5th business day of each month.

5.4 The Statistician is required to maintain strict confidentiality regarding all national survey data, census information, and proprietary datasets accessed during the engagement in Tanzania Dar es Salaam. A Non-Disclosure Agreement (NDA) must be executed prior to the commencement of services.

5.5 The Purchasing Entity reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, gross negligence, or failure to meet the performance benchmarks outlined in the attached Statement of Work.

5.6 All deliverables, including statistical models, code repositories, analytical reports, and training materials produced by the Statistician, shall become the exclusive property of the National Bureau of Statistics, Tanzania Dar es Salaam, upon full payment.

5.7 The Statistician shall comply with all occupational health and safety regulations in Tanzania and shall maintain valid professional registration with the Tanzania Council for Professional Statisticians (TCPS) throughout the duration of this Purchase Order.

The Statistician shall report for duty at the National Bureau of Statistics headquarters, Plot 14, Samora Avenue, Tanzania Dar es Salaam, no later than 08:00 hours on 1 August 2025. All equipment listed in Line Item 03 shall be delivered and installed at the Tanzania Dar es Salaam office no later than 28 July 2025.

This Purchase Order constitutes a binding contractual document upon execution by both parties. No amendment to this Purchase Order shall be valid unless made in writing and signed by authorized representatives of both the National Bureau of Statistics, Tanzania Dar es Salaam, and Quantum Analytics & Data Solutions Ltd.
