1. Description of Goods / Services Procured

This Purchase Order is issued by Gulf Analytics & Data Solutions LLC, a registered entity operating in United Arab Emirates Abu Dhabi, to procure the professional services of a qualified Statistician for a period of twelve (12) months. The Statistician shall be engaged to perform advanced data analysis, statistical modelling, predictive analytics, and research methodology support for the Purchaser's ongoing government and private-sector projects within the United Arab Emirates Abu Dhabi metropolitan area and its surrounding emirates.

2. Delivery & Commencement Details

The Statistician shall commence duties no later than 1 August 2025 at the Purchaser's principal office located on Al Reem Island, United Arab Emirates Abu Dhabi. All software licensing and infrastructure setup shall be completed within fourteen (14) calendar days of the commencement date. The first quarterly workshop shall be scheduled within the first sixty (60) days of engagement. All deliverables under this Purchase Order shall be submitted to the Purchaser's designated project manager in United Arab Emirates Abu Dhabi via the company's secure document management system.

3. Payment Terms

Payment shall be made in United Arab Emirates Dirhams (AED) via bank transfer to the Supplier's designated corporate account.
30% advance payment (AED 108,013.50) upon signing and acceptance of this Purchase Order.
40% (AED 144,018.00) payable upon successful completion of the six-month milestone, subject to the Purchaser's written approval of the Statistician's interim performance review.
30% (AED 108,013.50) payable upon satisfactory completion of the full twelve-month engagement and delivery of the final annual statistical report.
All invoices must reference this Purchase Order number (UAE-ABD-2025-04782) and include the Supplier's VAT registration number.
Payment is due within thirty (30) days of receipt of a valid invoice. Late payments shall attract a penalty of 1.5% per month as per UAE commercial law.

4. Terms & Conditions

This Purchase Order is governed by and shall be construed in accordance with the laws of the United Arab Emirates, specifically the UAE Civil Code (Federal Law No. 5 of 1985) and the UAE Commercial Transactions Law (Federal Law No. 18 of 1993).
The Statistician engaged under this Purchase Order shall be bound by a strict confidentiality and non-disclosure agreement in compliance with UAE data protection regulations. All statistical data, datasets, and analytical outputs generated during the engagement shall remain the exclusive intellectual property of the Purchaser.
The Statistician must hold a minimum of a Master's degree in Statistics, Applied Mathematics, or a closely related quantitative discipline, and possess at least eight (8) years of professional experience in statistical analysis. A valid UAE professional qualification attestation from the Abu Dhabi Department of Education and Knowledge or the relevant emirate authority is required prior to commencement.
The Supplier warrants that the Statistician shall maintain all necessary professional certifications, including but not limited to membership in a recognized statistical body (e.g., the Royal Statistical Society, the American Statistical Association, or the UAE Statistical Society), throughout the duration of this Purchase Order.
Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination, the Purchaser shall be liable only for services rendered up to the date of termination, less any applicable deductions for incomplete deliverables.
All disputes arising from or in connection with this Purchase Order shall be resolved through the Abu Dhabi Courts, United Arab Emirates, or by arbitration under the rules of the Abu Dhabi Global Market (ADGM) Arbitration Centre, at the Purchaser's election.
This Purchase Order constitutes the entire agreement between the parties with respect to the procurement of the Statistician's services and supersedes all prior negotiations, representations, and agreements, whether written or oral.

5. Acceptance & Authorization

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of the Statistician's professional services in United Arab Emirates Abu Dhabi. This Purchase Order becomes effective upon the signature of both authorized representatives.
